美 국무부 “억류 미국인 석방은 善意 표시 될 것…미국 정책은 변함 없이 CVID”

VOA(미국의 소리) 미 국무부는 북한에 억류된 미국인들의 석방 사실을 확인해줄 수는 없지만 석방이 된다면 선의를 보이는 좋은 신호이자 훌륭한 행동이 될 것이라고 밝혔습니다. 미국의 정책은 완전하고 검증 가능하며 되돌릴 수 없는 비핵화라는 데 변함이 없다며, 이는 북한이 약속한 비핵화와 일치한다고 강조했습니다. 김영남 기자가 보도합니다.
국무부는 북한에 억류된 미국인들의 문제를 상당 기간 동안 다루고 있지만 현재 이들의 석방과 관련된 보도들의 진위를 확인해줄 수 없다고 밝혔습니다.

You and I, we all have spent a lot of time in this room talking about the case of Otto Warmbier, certainly the last year. In terms of the reports, there have been ton of media reports and I have gotten so many calls and questions from all of you. I can just say we can’t confirm the validity of those reports at this point.”
헤더 노어트 국무부 대변인은 3일 정례브리핑에서 억류 미국인들의 석방 여부에 대한 논평 요청에, 많은 언론 보도들과 기자들의 질문이 있었다면서 이같이 말했습니다. 그러면서 모두 알다시피 해외에 있는 미국인의 안전과 안녕은 미국의 최우선 과제이며 이들이 집으로 돌아오는 걸 보고 싶다고 말했습니다.

We have been asking that we have been calling on that North Korean government for that for quite some time. We want them to come home as soon as possible.”
또한 상당 기간 동안 북한에 이를 요구하고 촉구해왔다며 가능한 빨리 이들이 집으로 돌아오게 되길 바란다고 덧붙였습니다. 이어 북한이 억류된 미국인 세 명을 석방한다면 선의를 보여주는 매우 좋은 신호이자 훌륭한 행동이 될 것으로 생각한다고 말했습니다.

트럼프 대통령이 석방 문제와 관련해 낙관적인 것 같다는 지적에 대해서는, 미국은 특정 국가를 상대할 때 신중한 낙관론을 유지한다며 북한도 이런 국가들 중 당연히 한 곳이라고 말했습니다.
[녹취: 노어트 대변인] “I think that we are always cautiously optimistic when dealing with certain countries, North Korea, we certainly, North Korea would certainly be one of them. This is obviously the priority of this administration.”
그러면서 이 문제는 현 행정부의 우선 과제라며 트럼프 대통령이 취임 한 주 만에 국무장관을 불러 해외에 억류된 미국인들을 집으로 데려오라고 지시한 점을 상기시켰습니다. 앞서 트럼프 대통령은 이날 자신의 트위터에 “모두가 알고 있듯이 과거 정부는 북한 노동교화소에 억류된 미국인의 석방을 오랫동안 요구해왔지만 소용이 없었다”며 “지켜보라”고 말한 바 있습니다.
노어트 대변인은 북한에 장기간 억류됐다 송환된 뒤 숨진 미국인 오토 웜비어의 부모가 북한 정권을 고소한 것과 관련해, 웜비어 가족이 엄청난 고통을 받고 있다는 것을 알고 있다고 말했습니다.
[녹취: 노어트 대변인] “I can share with you that I know that Otto Warmbier’s family is in the tremendous amount of pain. How could you not be? The loss of your son in such a brutal fashion.”
그러면서 웜비어의 가족이 이날 뉴욕에서 니키 헤일리 유엔주재 미국 대사와 만났다고 밝혔습니다.
[녹취: 노어트 대변인] “My understanding is that his family is meeting with Ambassador Haley today in New York I think they met just few hours ago. I have not been in the part of the conversation so I would have to refer you to the US UN for additional information on that. I can tell you that there was a follow on meeting between the Japanese and the United States and others where they were talking about abduction in the general sense in regarding North Korea.”

노어트 대변인은 남북 정상회담에서 논의된 평화협정과 향후 주한미군 철수 여부와 관련해, 한국 전쟁이 공식적으로 종료되는 것은 당연히 훌륭한 일이 될 것이라는 기존 입장을 재차 확인했습니다.
[녹취: 노어트 대변인] “It would certainly be a wonderful thing to have the war formally brought an end. That is something that the president has said that he firmly supports, we would certainly support that as well.”
이는 트럼프 대통령도 확고하게 지지한다고 밝힌 부분이며 국무부 역시 당연히 지지할 것이라는 설명입니다. 이어 주한미군은 미-한 동맹의 문제이며 어떤 평화협정과도 관계가 없다고 한 문재인 한국 대통령의 최근 발언을 상기시켰습니다.
노어트 대변인은 완전한(complete) 비핵화와 영구적인(permanent) 비핵화 사이에 차이가 있느냐는 질문에 미국의 입장은 완전하고 검증 가능하며 되돌릴 수 없는 비핵화(CVID)라는 점을 거듭 강조했습니다.
[녹취: 노어트 대변인] “We are calling it CVID not, because the State Department and the government like the acronym so much we’ve got the new one. CVID, complete, verifiable and irreversible denuclearization, and that is our policy and that is the policy of Secretary Pompeo.”
북한의 CVID가 미국의 정책이고 폼페오 국무장관의 정책이라는 겁니다. 앞서 폼페오 국무장관이 “완전한(complete)” 대신 “영구적인(permanent)”이라는 표현을 사용한 것과 관련해 미국의 비핵화 기준이 강화된 것 아니냐는 보도가 나왔습니다.
노어트 대변인은 또 북한과의 협상에 어떻게 접근할지에 대한 미국 정부의 정책은 매우 잘 알려져 있고 여러 차례 설명했었다고 말했습니다.
[녹취: 노어트 대변인] “I think that our government policy has been very well known and explained a lot of times on how we are approaching negotiations with North Korea, the importance of that. Look, we would not be at this place where we are today without the maximum pressure campaign.”
최대 압박 캠페인이 없었다면 미국은 지금 상황에 오지 못했을 것이라는 설명입니다. 아울러 북한 문제와 관련해 엄청난 진전을 보고 있으며 미국의 대통령이 김정은과 마주 앉아 대화를 하는 상황에 오게 됐다고 강조했습니다.
[녹취: 노어트 대변인] “We are seeing the tremendous progress, we’ve got to this place where we can sit down and have conversations and we certainly hope and looking forward to it between the president of the United States and Kim Jong Un. And we are looking forward to what they have pledged, which is exactly that denuclearization.”
이어 미국은 북한이 한 약속들을 고대한다며 북한이 한 약속은 (CVID와) 똑같은 비핵화라고 설명했습니다.
