전원책의 보수이야기 ♥제356신 우리가 선진국으로 진입하기 위한 조건은 무엇일까요
나는 첫째 교육의 품질 향상이라고 생각합니다. 지금처럼 터무니없는 커리큘럼과 '고등교육의 보편화 현상' 그리고 교사, 교수진의 낮은 열의로는 결코 선진국을 따라잡을 수 없습니다. 둘째는 낮은 생산성입니다. 똑같은 근무시간에도 우리는 일본에 비해 생산량이 현저히 낮은 것을 주목합니다. 이런 생산성의 격차야말로 우리가 일본을 추월하기 힘든 원인입니다. 2008년 노벨 경제학상을 받은 폴 크루크먼은 '높은 생산성은 그로 인해 국가가 더 많이 생산하고 더 많이 소비하기 때문에 유익하다'고 설명합니다.(경제학의 진실, 황금사자 간) 즉 생산성이 1% 높아지면 다른 나라의 생산성이 1%가 높아지든 3%가 높아지든 상관없이 생할수준이 1% 높아진다는 것이지요. 이 말은 많은 것을 시사합니다. 그 어떤 복지보다도 어떤 정책보다도 시민들의 근로윤리가 바뀌지 않으면 생활수준의 향상은 기대하기 어렵다는 것입니다. 왜냐하면 생산성을 높이는 가장 결정적 요인은 기술혁신보다 근로윤리 혁신에 있기 때문입니다.
