전원책의 보수이야기 ♥제353신 자유민주주의가 제대로 작동한다면 권력은 누가 가진 것이며 그 실체는 무엇일까요
현대 자유주의 - 리버럴리즘은 선출직 공무원들이 권력의 합당한 소유자임을 부정하지 않습니다. 그리고 그 정당성을 확보하기 위해 유권자의 범위를 확대하려 합니다. 보수주의는 대의정치를 '당연히' 수긍하면서도 직업정치인들에 대해 회의합니다. 그들보다 오히려 테크노크라트들, 그리고 재능과 공동체를 위해 사명감과 희생심을 갖춘 '지도자'가 권력의 소유자가 되어야 한다고 믿는 편이지요. 보수주의 입장에서는 대의정치를 훼손하지 않으면서 '민주제도의 성취'를 이루기가 쉽지 않다는 난제를 안고 있는 셈입니다. 어떻든 권력의 올바른 정의는 '정책의 결정 및 그 집행'입니다. 그런데 후진국일수록 권력은 '인사권'으로 집약됩니다. 지금 새 정부는 인사 문제로 골머리를 앓고 있습니다. 그걸 지켜보면서 우리는 언제쯤 성숙된 민주주의를 할 수 있을까 자문하고 있습니다.
