전원책의 보수이야기 ♥제339신 일자리가 사라졌다는 것은 곧 경기침체 불황을 의미합니다
20세기 후반만 하더라도 경기침체기에 선진국의 실업를은 2% 정도였지만 오늘날은 10%를 훌쩍 넘어섭니다. 게다가 재취업 기간은 터무니없이 길어지지요. 또 지금은 '고용없는 성장'의 시대입니다. 이러니 우리 정부는 서비스산업의 일자리를 늘리는 정책을 강구합니다. 좌파들은 작년까지 '사회적 기업'을 통한 일자리 창출을 줄기차게 주장했습니다. 그런 일자리가 양질의 일자리가 아니고 청년실업 해소에 도움이 되지 않는 것이 명확한데도 보편적 복지와 연계한 사회적 기업을 주장했지요. 복지와 일자리, 그래서 늘어나는 내수로 성장한다는 '선순환'을 주장했지요. '일자리 창출을 통해 성장한다'는 지난 대선 때 야당의 정책이 바로 이것입니다. 그런데 마이클 콕스와 리처드 암은 '일자리와 산업을 보존하기 위해 정책이나 법률을 고안하여 고통을 완화하려는 시도는 결국 정체와 후퇴로 이어진다'고
