 ‘성기 사진’ 게재한 박경신 北 주장 글에도 ‘표현의 자유’

자신의 블로그에 남성의 성기 사진을 올려 논란이 되고 있는 박경신 방송통신심의위원회 위원이 북한의 주장을 담은 인터넷 게시물을 심사하면서 다른 위원들과 달리 표현의 자유 등을 내세워 제재에 반대한 것으로 드러났다. 

 
심재철 한나라당 의원이 방통심의위에서 3일 제출받은 ‘통신심의소위원회 회의록’에 따르면 박 위원은 경찰청이 ‘북한의 주장을 그대로 수용하거나 적극 동조해 국가보안법을 위반한 불법정보’라며 삭제를 요청한 글에 대해 “단순 게재한 것에 불과하고 이러한 정보에 대해 시정을 요구할 경우 표현의 자유를 침해할 우려가 있다”며 삭제를 반대했다. 

 
권혁부 위원 등 다른 위원들은 “국가보안법을 위반하는 불법 정보에 해당한다”는 의견을 냈다.


6월 20일 회의에서도 그는 폭발물 제조 방법을 설명하는 인터넷 글에 대한 제재 여부를 논의하는 자리에서 “게시물에 기술된 방법만으로 실제 폭발물이 제조될 수 있는지 불분명하고 게시물만으로는 작성자의 의도를 알 수 없다”며 표현의 자유 존중을 이유로 반대했다.

 
특히 지난 7월에는 남녀 성기 노출 이미지에 대한 심의에서 “남녀 성기가 노출된 이미지 정보를 게시한 것만으로는 일반인의 성욕을 자극해 성적 흥분을 유발하고 성적 도의관념에 반한다고 볼 수 없다”고 주장했다.

 
결국 박 위원은 방통심의위 심의 결과에 불복, 자신의 블로그에 음란물 판정을 받은 이 사진을 게재했고 그의 이같은 행동은 심의위 전체회의에 심의 안건으로 부의된 상태다.
