 로버트 킹 북한인권특사 北 인권문제도 제기할 듯

인권 문제 자체를 부인하는 北, 美 북한인권특사 방문 허용은 매우 이례적

 북한의 식량상황을 조사하기 위해 방북한 로버트 킹 미 북한인권특사가 북측에 인권문제도 제기할 것이라고 미 국무부가 24일(현지시각) 밝혔다. 

 마크 토너 미 국무부 부대변인은 이날 정례브리핑을 통해 "이번 여행은 북한의 식량부족과 식량수요를 평가하기 위한 것"이라고 전제한 뒤 "현재 북한 감옥에 수감 돼 있는 미국시민(전용수 씨)의 상황에 대해서도 문제를 제기할 것"이라고 말했다. 

 이어 "인도주의적 차원에서 (전 씨를) 즉각적으로 석방할 것을 거듭 요구할 것"이라고 강조했다. 

 한편, 인권 문제의 존재 자체를 부인하고 있는 북한이 미국 정부의 북한인권특사 방문을 허용한 것은 매우 이례적인 일로 받아들여지고 있다. 킹 특사는 미국 의회가 북한의 열악한 인권 상황에 대한 개선 방안을 마련할 목적으로 제정한 북한인권법에 따라 임명된 북한인권전담 특사이다. 

 北 관영매체인 조선중앙통신은 킹 특사를 포함한 미국 정부 조사단의 평양 도착을 짤막하게 보도했을 뿐 구체적인 일정은 아직 밝히지 않고 있다. 

 미국은 이번 현장 조사 결과에 따라 북한에 대한 식량 지원 여부를 결정한다는 방침을 세운 것으로 알려졌다. 킹 특사는 오는 28일까지 북한에 머물 예정이며, 다른 조사단원들은 다음달 초까지 북한에 남아 조사를 계속할 것으로 알려졌다.(konas)
