공수처가 2021년 출범 이래 다섯 번의 영장청구가 모두 기각되어, ‘5전 5패’의 불명예를 기록했다.
공수처의 문제는 문재인 정부의 민주당이 검찰 견제를 목적으로 야당과 국민들의 극렬한 반대와 우려
를 묵살하고 법안 날치기 통과까지 해가며 급조로 탄생시킨 때부터 예견된 일인지도 모른다.
공수처는 고위공직자 수사 경험자가 거의 없어 수사에 난항을 겪으면서, 출범 이래 기소 사건은 단 3건
뿐이고 다른 수사기관 이첩 사건은 전체의 절반이 넘는 3176건이었다.
3건의 기소 사건 중 2건은 1심에서 무죄 선고를 받았고, 올해 직접 처리한 1479건 중 재판에 넘긴 사건
은 한 건도 없다.
최근에는 공수처의 ‘정치 편향과 인사 전횡’을 지적하는 내부고발까지 터져 나왔다.
이런 현실은 내부의 불만과 불신으로 이어져, 초기에 임용된 1기 검사 13명 중 11명이 줄사표를 냈다.
공수처는 작년에 143억원의 예산을 썼고, 내년 예산으로 202억원을 신청했다.
출범과 입법과정부터 위헌과 짬짜미 논란 속에 ‘태어나선 안 될 기관’ 이란 지적을 받았던 공수처가 성
과마저 하나도 없이 무용론에 시달리고 있다.
공수처가 ‘공수래 공수거(公搜來 空手去)’의 위기를 극복해낼지 의문이다.
