 사드기지 전자파 기준치의 019…6년만에 ‘괴담’ 벗었다

정부가 경북 성주에 있는 주한미군 고고도 미사일방어체계(THAAD·사드) 기지에 대한 환경영향평가를 
진행한 결과, 전자파가 인체 및 주변 환경에 미치는 영향은 거의 없는 것으로 결론 내렸다.

21일 환경부는 국방부 국방시설본부가 지난달 11일 접수한 사드 기지 환경영향평가서를 승인했다고 밝
혔다.

환경부는 평가 협의 내용 중 지역 주민이 가장 우려하는 전자파 관련, 공군과 한국전파진흥협회의 실측
자료를 관계 전문기관 및 전문가 등과 종합 검토했다.

검토 결과, 측정 최댓값은 0.018870W/㎡로 인체보호기준(10W/㎡)의 530분의 1 수준(0.189%)에 그쳤
다.

사드 포대는 대구지방환경청의 소규모 환경영향평가를 거쳐 2017년 임시 배치됐으나 일부 성주군 주민
과 원불교 단체 등이 전자파 우려 등을 이유로 반대해 기지가 정상적으로 조성되지 못했다.

이번에 환경영향평가가 마무리되면서 사드 임시 배치 이후 6년 만에 기지 건설을 위한 행정 절차가 종
료됐다. 사드 기지 내 인프라 건설이 본격화할 것으로 전망된다.

윤석열 정부는 출범 초기부터 사드 기지 정상화 의지를 밝히고 환경영향평가, 2차 부지 공여, 인력·물자
·유류 지상 수송 등에 속도를 냈다. 지난해 9월부터 그간 제한됐던 보급물자, 병력, 장비 등을 지상으로 
제한 없이 수송할 수 있도록 했다. 또 주한미군지위협정(SOFA) 합동위원회가 사드 부지 공여 문서에 서
명해 40만㎡에 대한 2차 공여도 완료했다.

정부는 성주 기지 주변 지역의 발전과 주민 복리 증진을 위해 지난 4월 주민지원사업안 24개를 마련했
다. 내년에 사업이 착수될 수 있도록 법령 개정, 예산 편성 등의 조치를 연내 마무리할 계획이다.

김종률 환경부 자연보전국장과 박승흥 국방부 군사시설기획관은 “환경부와 국방부가 협력해 성주 기지 
환경영향평가를 완료했다”며 “미 측과 이번 협의 의견을 충실히 반영해 사업이 진행될 수 있도록 긴밀
히 협력해 나갈 것”이라고 전했다.
