 無法과 不法 몰아내는 것이 노동개혁의 출발

사람을 납치하여 인질로 잡고 무엇을 요구하는 강도를 인질범이라 한다. 인질의 생명 때문에 인질범과 협
상도 하고 무슨 양보도 한다. 그렇지만 인질범의 법적 책임은 그대로 남는다. 그것은 협상의 대상이 아니
다. 기업을 폭력으로 점거하여 업무를 담보로 잡고 무엇을 요구하는 범죄가 인질범과 무엇이 다를까? 그
런 폭력은 파업도 아니고 노동운동도 아니다. 그냥 적나라한 범죄일 뿐이다.
  
  지난번 화물연대에 이어 이번 금속노련의 범법자들과 정부가 협상 끝에 이런저런 양보를 한 모양이다. 
하지만 범법자들의 법적 책임은 사라지지 않는다. 정부는 추상같이 그 책임을 추궁해야 한다. 일선에서 
행동으로 나선 노동자들에게도 법적 책임의 의미를 깨닫게 해야 한다. 그러나 본질적 책임은 이 사태를 
기획하고 지침을 하달한 상급 집행부에 있다. 그들에게 감당할 수 없는 법적 책임을 물어야 한다. 그래야 
노동시장이 다시 숨을 쉬게 될 것이다.
  
  이번 사태를 겪으며 정부 여당이 잠에서 깨어난 듯 노동개혁을 말한다. 노동개혁의 출발은 노동시장에
서 무법과 불법을 몰아내는 것이다. 그 바탕 위에 비로소 새로운 노동질서를 세울 수 있기 때문이다. 노동
개혁은 정부가 국민의 여망과 시대의 요구를 받들어 결단하는 개혁이다. 많은 고통과 저항을 극복해야 한
다. 야당, 노동단체, 경제단체의 협력을 기대하지 말라. 그들을 설득해야 하지만 그들의 협력은 불가능하
고 필요조건도 아니다. 노동개혁 없이 밝은 미래를 열 수는 없다!
