 미국에서 더 우려하는 대북전단금지법
 美 하원 외교위원장 “北 인권 증진 공동 목표 희생해선 안 돼”

엘리엇 엥겔 미국 하원 외교위원장은 한국의 이른바 ‘대북전단금지법(남북관계 발전에 관한 법률 개정
안)’에 대해 “남북 외교와 신뢰 구축 노력의 중요성을 인정하지만, 북한 인권 증진이라는 공동의 목표를 
희생시켜서는 안 된다”고 했다.

 
엘리엇 엥겔 외교위원장은 23일 이 법률 개정안과 관련해 23일 미국의 소리(VOA)와의 인터뷰에서 이같
이 말했다. 이어 “개정 법률의 결과로 발생할 수 있는 문제를 해결하기 위해 한국 측과 협력하길 고대한
다”고 밝혔다.

 
그는 “미국은 수년 동안 북한과 같이 폐쇄된 나라에 사는 주민들에게 제공되는 편견 없는 뉴스와 정보 
배포를 지원해 왔다”고 하면서 미 의회가 지난 회기 통과시킨 북한인권재승인법을 언급했다.

 
이 법은 USB 드라이브와 SD 카드와 같은 수단을 통해 북한 주민들에게 편견 없는 정보를 제공하도록 하
는 내용을 담았다.

 
더불어민주당을 중심으로 한 범여권의 대북전단금지법에 대해 미 정부와 의회에서는 우려의 목소리를 
내놓고 있다.

 
마이클 맥 카울 하원 외교위 공화당 간사도 VOA에 “표현의 자유는 민주주의의 핵심 가치”라며 “한반도
의 밝은 미래는 북한이 한국과 같이 되는 데 달렸지, 그 반대가 아니다”고 했다.

 
미 의회 초당적 기구인 ‘톰 랜토스 인권위원회’ 공화당 측 공동위원장인 크리스 스미스 하원의원 측은 
VOA에 “내년에 관련 청문회를 개최할 것”이라고 밝혔다.
