 4대강 보洑 탓하는 대통령과 민주당의 무지無知

  하상계수(주·河狀係數:강의 어느 지점에서 1년 또는 여러 해 동안의 최대 유량과 최소 유량의 비율)라는 
것이 있습니다. 유럽의 경우는 하상계수가 2가 넘지 않지만 우리나라는 옛날에는 390이 대부분 넘었지만 
댐 건설로 지금은 보통 100 정도가 되고 섬진강의 경우 한때는 730이 될 때도 있었습니다. 우리나라 하천 
중 섬진강이 하상계수가 가장 높지요.
  
  하상계수는 갈수기의 수량과 만수기의 수량의 차이를 비교하는 수치로 유럽처럼 일년 내내 강수량이 일
정한 나라들과는 달리 몬순 기후인 우리 나라는 장마철에 강우량이 집중되기 때문에 장마철에 물을 가두
어 두었다가 갈수기에 물을 흘려 보내는 방식으로 수량 관리를 하고 있습니다.
  
  우리나라 하천의 하상계수대로 보면 갈수기보다 장마철 수량은 보통 100배가 넘는 거지요. 그래서 4대강
의 보(洑)도 그런 목적으로 건설했고 4대강 보로 인해 금년처럼 기록적인 폭우 외에는 낙동강 유역의 홍수
피해는 단 한번도 없었습니다.
  
  섬진강과 낙동강 뚝이 터진 것은 적기에 수량관리를 잘못한 탓일 가능성이 큽니다. 폭우가 예상되면 미
리 댐이나 보의 물을 비우고 수량관리를 해야 하는데 그걸 잘못한 탓에 뚝이 터졌을 가능성이 큽니다.
  
  그런데 그걸 두고 또 4대강 보 탓을 하는 대통령과 민주당의 무지(無知)는 가히 놀랍습니다. 하기사 대선 
때 토론해 보니 녹조발생 원인도 모르고 4대강 보 탓을 하고 있었으니 그런 무지한 말도 할 수 있지요. 이
제라도 지류·지천 정비를 해야 합니다. 기후 변화로 점점 올해 같은 기상 이변이 자주 올겁니다.
