밀리 美 합참의장 “지소미아 종료 중국과 북한에 이익”

마크 밀리 미 합참의장이 한국 당국에 이달 말 종료되는 한-일 군사정보보호협정(지소미아)의 연장을
촉구했습니다. 협정 종료는 미-한-일 삼각 공조 분열을 노리는 중국과 북한에 이익이 된다고 말했습니
다. 김동현 기자가 취재했습니다.
취임 후 첫 해외순방에 나선 마크 밀리 합참의장이 한국 정부에 한-일 군사정보보호협정 (GSOMIA)
의 유지를 촉구했습니다. 밀리 합참의장은 11일 도쿄 방문 길에 기내에서 가진 기자 간담회에서 “한국
을 일본과 미국에서 분리시키는 것은 명백히 중국과 북한에 이익이 된다”고 말했습니다.
[마크 밀러 합참의장] “It is clearly in China’s interest, and in North Korea’s interest, to separate
South Korea from Japan and the United States, and it’s in our interest to keep all three of them
very closely aligned,”
그러면서, 미-한-일 3개국이 매우 밀접하게 연계되도록 유지하는 것이 미국의 국익에 부합한다고 강
조했습니다. 한국과 일본이 지난 2016년 11월 23일 체결한 지소미아는 오는 23일로 효력이 종료됩니다.
한국 정부는 일본의 한국에 대한 수출 규제가 철회되고 양국 관계가 정상화돼야 지소미아 연장을 재
검토할 수 있다는 입장입니다. 이에 대해 미국 정부는 북한의 위협뿐 아니라 중국과 러시아의 위협에
대응하기 위해서도 지소미아가 중요하다는 점을 거듭 강조하고 있습니다.
마크 내퍼 국무부 한국.일본 담당 부차관보는 이달 초 일본 언론과의 인터뷰에서 지난 7월 중국과 러
시아 군용기의 동해 상공 합동비행의 “시기와 훈련 위치는 모두 우연이 아니”라며, “한-일 양국이 해결
책을 도출하지 않는 한 이런 종류의 도전은 계속될 것”이라고 말했습니다.
이런 가운데 미-한 안보협의회 참석을 위해 오는 14일 서울을 방문하는 마크 에스퍼 국방장관도 미국
의 인도태평양 전략과 연계해 한-일 지소미아 유지의 중요성을 강조할 것으로 알려졌습니다.
미 국무부는 이달 초 발표한 인도태평양 보고서에서 호주와 일본, 한국을 가치를 공유한 협력국으로
꼽으면서, 미국이 역내 정보 공유 역량을 키우기 위해 상당한 노력을 기울이고 있다는 점을 강조했습니
다.

‘Section 333’ funds provided nearly $250 million for maritime security in the Indo-Pacific region to
enhance information sharing, interoperability and multinational maritime cooperation”
보고서는 미 국방부의 해양안보 계획과333조항(Section 333)을 소개하며, 인도태평양 역내 ‘정보 공
유’, ‘상호 운용성’, ‘다국적 해양 공조’ 역량 강화에 약 2억 5천만 달러를 투입하고 있다고 밝혔습니다.
빈센트 브룩스 전 한미연합사령관은 VOA에 “한-일 지소미아는 한반도 방위뿐 아니라 해양안보를 포함
해 전반적인 인도태평양 안보 구조에서 핵심 요소”라고 말했습니다.
[빈센트 브룩스 전 사령관] “And not just because of the actions of China in the East and South
China Seas, but also because of the essence of North Korea in continuing to find ways to work
around the Economic Sanctions limiting the flow of oil transfers that are being done now at sea.
So that requires cooperation and data sharing…So this is the broader set of efforts, GSOMIA
would be a piece of all of that where GSOMIA does apply to Maritime space as it does applies
to all military measures”
넓은 의미에서 중국의 동중국해와 남중국해 영유권 주장에 대한 대응뿐 아니라 북한의 공해상 석유
환적 차단 등 집단공조를 위한 포괄적 군사 조치에 필수적이라는 설명입니다.
브루스 베넷 랜드연구소 선임연구원은 VOA에, 미국이 역내 전략에서 동맹국 간 정보 공유 중요성을
강조하는 것은 중국의 잠수함 등이 공해상에서 실시간으로 움직이는 특성 때문이라고 말했습니다. 미
국을 중개로 한 동맹국 간 정보 공유 약정 (TISA) 방식으로는 시간 차가 발생해 추적이 어려워진다는
설명입니다.
[브루스 베넷 선임연구원] “When you are dealing with Maritime affair especially with
submarines but also with ships that can move things covertly because they are not sitting out on
deck under ready observation. We have to have sharing of information to make sure that we are
staying on top of the threats that adversaries or potential adversaries are posing”
미 해군은 지난 5월 인도, 일본, 필리핀 해군과 남중국해에서 첫 합동훈련을 실시한 데 이어, 9월에는
말라바 해협에서 일본, 인도 해군과의 합동훈련을 통해 상호 정보 공유와 운용성 강화에 주력하고 있습
