前 주한미군사령관 “북한 동맹에 명령하지 말아야…연합훈련 비판 안 돼”
브루스 베넷 "미-한 연합훈련 축소는 전력 손실은 물론 시간 낭비로 이어질 게 자명하다"

전 주한미군사령관을 비롯한 미국의 군사전문가들이 미-한 연합 군사훈련을 연일 문제 삼는 북한의 태
도를 월권이자 위선이라고 비판했습니다. 북한은 미-한 연합훈련을 목적 달성을 위한 핑계거리로 삼고
있다며, 동맹의 결정에 참견해선 안된다고 지적했습니다. 다만 훈련 규모 축소에도 연합군의 전력과 준
비태세는 저하되지 않을 것이라고 진단했습니다. 백성원 기자가 취재했습니다.
국무부는 미-한 연합 군사훈련을 중단하라는 북한의 잇단 요구에 다시 한번 ‘외교’를 강조했습니다.
[국무부 관계자] “As the Secretary said, the President wants diplomacy to work. That’s why
we’re calling on North Korea to refrain from provocations, abide by its obligations under UN
Security Council Resolutions, and remain engaged diplomatically.”
국무부 대변인실 관계자는 30일 북한이 연일 미-한 연합훈련을 문제삼고 있는 데 대한 VOA의 논평
요청에 “(폼페오) 국무장관의 말처럼 (트럼프) 대통령은 외교가 작동하길 바란다”고 답했습니다. “북한
에 도발을 자제하고 유엔 안보리 결의에 따른 의무를 준수하며 외교적으로 계속 관여하기를 촉구하는
것은 이런 이유 때문”이라는 설명입니다.
미-한 연합 군사훈련에 직접 참여했던 전 미군 당국자들의 반응은 수위가 더 높습니다. 1996년부터
1999년까지 주한미군사령관과 유엔군사령관 겸 미한연합사 사령관을 지내며 미-한 연합훈련을 지휘했
던 존 틸럴리 장군은 VOA에 동맹의 군사연습을 북한이 좌지우지해서는 안 된다고 밝혔습니다.
[존 틸럴리 전 주한미군사령관] “NK should not dictate to the alliance; their agenda is contrary to
security of the Korean people.”
한국민의 안보에 반하는 의도를 갖고 있는 북한이 미-한 동맹에 명령을 내리지 말아야 한다는 겁니
다. 특히 주한미군으로 복무하며 북한의 거듭된 훈련 중단 주장을 최전선에서 겪은 군사전문가들은 그
런 요구를 수용해도 북한으로부터 얻은 게 전혀 없었다는 점을 상기시켰습니다.
주한미군 특수작전사령부 대령 출신으로 1993년 마지막 팀스피리트 훈련에 참가했던 데이비드 맥스
웰 민주주의수호재단 선임연구원은 1991년 한반도에서 전술핵이 철수되고 이듬해 팀스피리트 훈련이
일시 중지됐지만 이후 북한의 군사 태세에 아무 변화도 없었다고 말했습니다.
[녹취: 데이비드 맥스웰 민주주의수호재단 선임연구원] In fact, I participated in the last Team
Spirit in 1993. And Of course, North Korea did nothing to reduce its military posture. You did
nothing after 1991 when the United States removes its tactical nuclear weapons. North Korea is
always masterful at getting something for nothing.”
현재 미-한 연합훈련의 규모가 크게 축소되고 방어적 성격으로 진행돼도 북한은 이를 선전에 이용하
며, 늘 비난 소재를 찾는 북한에게 연합훈련은 '편리한 변명' 거리를 제공한다는 겁니다.
맥스웰 연구원은 특히 북한은 훈련의 규모를 줄이지 않은 채 지금도 이를 계속 진행하고 있다고 지적
했습니다. 그러면서 핵과 미사일 역량뿐 아니라 70%의 병력을 비무장지대와 평양 사이에 공세적으로
전진 배치한 북한이 방어적 태세의 한국 병력을 비난하는 것은 위선이라고 비판했습니다.

in his training regimen. And, of course, most importantly, not only nuclear weapons and its
missile capabilities, but it's 70% of its military force is forward deployed between the DMZ and
Pyongyang in a defensive posture, while South Korean military forces are postured for the
defense. So North Korea really is very hypocritical in its rhetoric and its actions.”
군사전문가들은 북한이 핵과 장거리 미사일 실험의 유예를 미-한 연합 군사훈련과 연계하고 있는데
주목합니다. 로렌스 코브 전 국방부 차관보는 미-한 연합훈련의 규모가 이전보다 축소됐는데도 북한은
“너희가 여전히 침략을 준비하니 우리가 무기를 개발하는 것”이라는 논리를 내세우고 있다고 지적했습
니다.

comprehensive as some of the previous ones, but still, they are looking at them while you're still
preparing to invade us. And so we're going to have to keep developing our weapons.”
미-한 연합훈련 중단 요구가 이처럼 사전에 계획된 목표를 달성하기 위한 핑계거리이자 구실이라면
실제로 훈련이 취소돼도 북한의 행동에는 변화가 없을 것이라는 논리가 성립되고, 미 군사전문가들은
바로 그렇게 전망하고 있습니다. 마이클 오핸론 브루킹스 연구소 선임연구원은 미-한 연합훈련을 어느
수준으로 축소하든 북한이 핵과 장거리 미사일 실험 유예를 깰 시점은 여전히 불확실하다고 말했습니
다.
[녹취: 마이클 오핸론 브루킹스 연구소 선임연구원] “At what point they really would resume all-
out testing, I don't know. You know, if the exercises are scaled back by 10%, or 20%, or 50%, or
whatever, I don't really know at what point they would elect to end one or both of their
moratoria…And even if we were to forgo big exercises, they might still be tempted to resume
missile tests or nuclear tests of a type that would really get our attention.”
외교가 제재 완화로 이어지기를 바라는 북한은 뜻을 이루지 못할 경우 이전 약속을 모두 바꿔버릴 수
있으며, 대규모 연합훈련이 완전히 중단돼도 주목을 끌기 위해 핵과 미사일 실험을 감행할 유혹을 느낄
것이라는 설명입니다.
오핸론 연구원은 북한의 최근 미사일 발사는 그런 방향으로 가기 위한 작은 발걸음이라며, 오늘은 단
거리이지만 내일은 장거리 미사일 발사가 될 수 있다는 우려를 미국과 한국의 정책 결정자들에게 재인
식시키려는 의도라고 진단했습니다.
[녹취: 마이클 오핸론 브루킹스 연구소 선임연구원] “That's why I think they're taking baby steps in
this direction already with the shorter range missile tests, which are designed to send the
message that, you know, today, they're short range tomorrow, they could be long range, and
they're trying to reduce fear, into the minds of the decision makers in Seoul and Washington.”
군사전문가들은 그러나 북한의 미-한 연합훈련 중단 요구에 대한 거부감과는 별개로 지난 1년 동안의
훈련 규모 축소가 양국 군 전력과 준비태세를 약화시키지 않았다는데 대체로 의견을 같이했습니다.
맥스웰 연구원은 미-한 연합군의 육해공군력은 여전히 막강하게 유지되고 있다면서, 비전문가들은
다르게 느낄 수 있겠지만 연합훈련은 확실한 준비태세를 갖추기 위해 그동안에도 끊임없이 진화하고
이전과 다른 방식으로 실시돼 왔다고 설명했습니다.

capability in both the ROK and U.S. militaries. We have tremendous naval capabilities and the
combined ground forces to include the counter fire capability of the ROK and US forces still
remains. Training continues. And you know, and I know For the uninitiated the non military, it
appears to be different, but if you look at the history of exercises, they continually evolve, and
commanders are committed to ensuring readiness, they're just going to do it in different ways
than people are used to.”
이어 미군 사령관들은 훈련 규모를 축소하라는 정치 지도자들의 지시에 따르고 외교와 정치적 목적에
부응하면서도 언제나 준비태세를 확실히 하는 새로운 수단들을 찾아 낸다고 덧붙였습니다.
로렌스 코브 전 차관보 역시 연합훈련의 축소에 대해 우려할 필요가 없다며, 미-한 연합군의 전력과
북한군 전력 간의 커다란 격차가 일부 훈련의 중단 때문에 좁혀지지 않을 것이라고 내다봤습니다. 북한
군의 작전 수행 능력은 미-한 연합군의 역량에 훨씬 못 미친다는 이유 때문입니다.
[녹취: 로렌스 코브 전 차관보] “I'm really not, given the fact that our conventional weapons are
so much superior to those of North Korea. And given the fact that the South Korea military and
our military, the people are so much more capable…In terms of their ability to conduct an
operation, I don't think it's anywhere close to what the South Korea, US military is.”
대규모 연합훈련 무용론을 오랫동안 주장해온 오핸론 브루킹스 연구소 선임연구원은 수천 명 단위의
훨씬 작은 규모의 훈련을 보다 자주 실시함으로써 많은 것을 성취할 수 있다며, 단순히 기존 훈련의 축
소 형태가 아닌 완전히 다른 접근법이 필요하다고 제안했습니다.
[녹취: 마이클 오핸론 브루킹스 연구소 선임연구원] “We don't really need the big exercises. And I
think we can do a lot with smaller exercises, not just wrapped down versions of the earlier ones,
but a whole different approach that just basically does exercises at the level of a few thousand
people at a time but does them more frequently.”
오핸론 연구원은 조셉 던포드 미 합참의장, 필립 데이비슨 미 인도태평양사령관, 로버트 에이브럼스
주한미군사령관 등 한반도 안보를 직접 책임지는 미군 당국자 3명 모두 대규모 연합훈련의 부재가 전투
준비 태세를 저하시키지 않는 것으로 판단한다는 설명을 던포드 의장으로부터 직접 들었다고 말했습니
다.
[녹취: 마이클 오핸론 브루킹스 연구소 선임연구원] “When General Dunford was here at Brookings
in May, I asked him the same question you just asked me publicly, and he gave me a very clear
answer that even though there are some military officers who seem to have concerns about the
implications for readiness, of an absence of large scale, exercising, that neither he General
Dunford, nor Admiral Davidson, nor general Abrams, three military officers with the most direct
responsibility in the United States for Korea issues, none of them thought that there was any
degree detection and combat preparedness, and I think they're right.”
반면 브루스 베넷 랜드연구소 선임연구원은 상대팀의 요구로 주말에만 훈련하기로 한 축구팀의 예를
들면서, 미-한 연합훈련 축소는 전력 손실은 물론 시간 낭비로 이어질 게 자명하다고 주장했습니다.
[녹취: 브루스 베넷 랜드연구소 선임연구원] “I think you come to one of two conclusions, either
they're not going to be quite as capable. Or he's been wasting their time, Monday through
Thursday, and the money for the facilities and everything else. He's been doing something that's
not necessary. I think you apply that analogy to the case in Korea.”
베넷 연구원은 연합훈련이 준비태세 유지에 그렇게 중요한 요소가 아니고 규모 축소가 전력의 저하로
이어지지 않는다면, 수십 년 동안 왜 그렇게 많은 비용을 들여 훈련을 했는지 대답해야 할 것이라고 말
