“美北 실무회담 연합훈련 종료 이후에나 가능할 것…北 단거리 미사일 도발 가능성”

한 연합훈련을 문제 삼고 있다는 반증”

미국의 외교안보 전문가들은 미-한 연합훈련이 종료되기 전까지는 미-북 비핵화 실무 협상의 재개가
어려울 것으로 전망했습니다. 훈련 종료를 전후한 시점에 북한의 미사일 도발 가능성도 제기했습니다.

에반스 리비어 전 국무부 동아태담당 수석부차관보는 도널드 트럼프 대통령과 김정은 위원장이 합의
한 미-북 실무 협상이 “미-한 연합훈련 종료 이후에나 열릴 것”으로 내다봤습니다. 리비어 전 수석부차
관보는 22일 VOA와의 전화통화에서 “북한이 아직 준비가 되지 않았다는 트럼프 대통령 발언의 의미는
그들이 다음달 시작되는 미-한 연합훈련을 문제 삼고 있다는 반증”이라며 이같이 말했습니다.
[녹취: 에반스 리비어 전 수석부차관보] “The United States has been prepared to engage in a
senior working level talks for quite some time. That is clearly obvious. But it is also obvious North
Koreans are not prepared at this moment to engage in this talk. And I suspect they will not be
prepared to come back to the table at the working level until the upcoming US-ROK exercise”
리비어 전 수석부차관보는 `톱 다운’ 방식을 선호했던 북한이 미국이 원하는 실무회담 개최를 ‘양
보’로 계산하고, 미-한 연합훈련 중단’을 청구서로 내밀면서, 탄도미사일과 핵실험 재개 시사를 위협
수단으로 활용하고 있다고 말했습니다.
[녹취: 에반스 리비어 전 수석부차관보] “So knowing that this is United States Demand, the North
Koreans have sought to make the United States pay a price to get those talk. And the price that
they want is those cessation of those exercises. And the tool they have been using to threaten
against United States of course is the resumption of nuclear test and ballistic missile testing”
현 시점에서 탄도미사일과 핵실험 재개는 트럼프 대통령과의 신뢰관계를 완전히 깨는 결과를 야기한
다는 점에서 가능성이 낮지만, 연합훈련을 전후한 시점에 단거리 탄도미사일 발사를 통한 압박 가능성
이 있다는 주장입니다.
리버어 전 수석부차관보는 “미-한 정상이 지난 5월 발사한 북한 미사일을 대수롭지 않게 평가한 점이
향후 북한의 단거리 미사일 도발을 묵인하겠다는 신호로 간주되고 있다”고 지적했습니다.

both the American president and the South Korean president to conduct these sorts of test. It
wasn’t just president Trump but the Blue house try to find these thing less than threatening even
though the missile was being tested and developed and have a specific purpose that is to take
out ROK and United States military bases”
게리 세이모어 전 백악관 국가안보회의 대량살상무기 조정관도 VOA에, 미-한 연합훈련 기간이나 직
후에 북한이 항의 수단으로 중단거리 미사일을 발사할 가능성이 있다고 말했습니다. 그러면서, 북한이
중단을 약속한 건 핵과 장거리 미사일인 만큼 지난 5월 단거리 미사일 도발 때처럼 트럼프 대통령은 합
의 위반이 아니라고 말할 가능성이 높다고 내다봤습니다.
[녹취: 게리 세이모어 전 조정관] “Now we know that the Freeze that Kim Jong Un Promised
Trump only covers long range missiles. So during and after the exercises North Korea may very
well conduct a short or medium range missile test and Trump would say that is not the violation
of the agreement I had with Kim Jong Un”
북한이 설사 단거리 미사일을 발사하더라도 미-북 대화의 판 자체를 깰 가능성은 낮다는 지적입니다.
세이모어 전 조정관은 미-북 협상이 올해 말에나 재개될 것으로 전망하면서, 일회성이 아닌 수 차례 실
무회담을 갖겠지만 양측의 입장 차가 워낙 커서 성과를 내긴 어려울 것이라고 말했습니다.
녹취: 게리 세이모어 전 조정관] ““Because US and North Korea is so far apart each side is
seeking in terms of initial agreement so I don’t expect the working level talks could do some
dramatic break through in only one round. I expect there would be at least several rounds”
미 국익연구소의 해리 카지아니스 한국담당 국장은 VOA에, 미-한 연합훈련 중단 약속에 대한 미-북
간 인식 차이로 인해 비핵화 실무 협상 재개가 어려운 국면에 있다고 말했습니다.
싱가포르 회담 당시 ‘도발적이고 비용이 많이 드는 워게임을 중단한다’는 트럼프 대통령의 발언은 그
해 계획했던 훈련을 지칭한 것일 뿐 영원히 중단한다는 의미가 아니었지만, 북한은 계속 중단한다는 의
미로 받아들였다는 설명입니다.
카지아니스 국장은 또 복수의 백악관 관리와 한국 정부 관계자를 통해 지난달 말 트럼프 대통령과 김
정은 위원장의 판문점 회동에서 연합훈련에 대해 어떤 언급도 없었음을 확인했다고 말했습니다. 다만,
김 위원장은 두 차례 미-북 정상회담에서 미-한 연합훈련을 중단시킨 전례에 비춰볼 때 이번에도 중단
할 것이라고 믿었을 가능성이 높다고 진단했습니다.
[녹취: 해리 카지아니스 국장] “Kim would think this. I mean, in the past, during the last two
summits, United States right after announced that they would suspend during those exercises.
This time, United States did not announce that fact, it looks like we're going to go forward
starting on August 5. So I have a feeling that the North Koreans are probably quite upset. It could
be a scenario where North Korea it is essential not to hold any working level talks, essentially
indefinitely and then when the joint exercise concludes they could start test missiles again. I
doubt they would go for full ICBM capability but I do think that is a potential scenario”
카지아니스 국장은 미-한 당국이 연합훈련을 강행할 것으로 예상되는 현 시점은 매우 위험한 국면이
라고 말했습니다. 그러면서, 북한이 실무회담을 무기 연기할 수 있고, 또 가능성이 크지는 않다고 해도
