빅터 차 “北 인권문제 다뤄야 신뢰8729검증가능한 비핵화 합의 가능”

앵커:북한과의 비핵화 협상에서 북한의 인권탄압 문제도 함께 다뤄야 더 신뢰할 수 있고 검증가능한 합
의를 이끌어낼 수 있다는 미국 연구기관의 지적이 나왔습니다. 지예원 기자가 보도합니다.
미국 중남부 텍사스주에 위치한 부시센터가 미북 간 비핵화 협상에서 역사적으로 북한 인권문제가 큰
부분을 차지하진 못했지만, 이 문제는 향후 북한과의 신뢰할 수 있고 포괄적인 합의에 매우 중요하다고
강조했습니다.
빅터 차 미국 전략국제문제연구소(CSIS) 한국 석좌 겸 부시센터 선임연구원은 이 기관의 온라인 계간
지인 ‘카탈리스트’(The Catalyst) 여름호에 공개한 ‘인권은 미국 외교정책에서 잊혀진 사안이
다’(Human Rights is the Forgotten Issue in U.S. Foreign Policy) 제하 기고문을 통해 북한의 인권유
린 문제를 경시할 경우 북핵 협상의 3가지 주요 요소인 신뢰성(credibility), 검증(verification), 경제 보
상책(economic incentives) 등도 진전을 이룰 수 없다며 이같이 주장했습니다.
북한 비핵화와 인권문제는 누군가 하나를 얻으면 누군가는 하나를 반드시 잃는 제로섬 관계가 아니기
때문에 북한의 인권개선을 요구하는 것이 북한과의 비핵화 협상에 도움이 될 수 있다는 설명입니다.
특히, 그는 북한이 비핵화 조치와 함께 인권개선을 위한 실질적인 조치를 병행한다면, 북한이 전략적
결단을 내렸다는 사실을 보여줄 수 있어 합의의 신뢰성(credibility)을 높일 수 있다고 강조했습니다. 그
는 또 북한 비핵화는 엄격한 검증 조치를 수반하는데, 북한처럼 폐쇄된 사회에서는 이러한 검증 이행이
매우 어려울 것이라고 우려했습니다.
이밖에도, 그는 향후 북한이 비핵화 조치를 단행하고 미국의 대북투자가 허용된다 하더라도, 상품의
생산 및 공급과정에서 인권유린이 발생하는 국가에 투자하려는 미국 기업은 없을 것이라고 지적했습니
다.
이와 관련해, 부시센터의 린지 로이드(Lindsay Lloyd) 인권 국장은 17일 자유아시아방송(RFA)에 싱가
포르, 베트남(윁남), 그리고 판문점까지 이어진 미북 간 대화에서 줄곧 인권문제가 제대로 논의되지 않
았다며, 북한 문제의 큰 부분을 놓치고 있다고 우려했습니다.
로이드 국장: (북한) 정권의 인권 실패는 북한 정권의 성격을 잘 보여줍니다. 그들은 신뢰할 수 없고
규범을 따르지 않습니다. 그들이 국제적 기준이 있는 인권 규범을 따르지 않는데, 핵 합의를 지킬 것이
라고 왜 우리가 믿어야 합니까? (We believe that human rights failings of the regime basically speak
to the character of the North Korean regime. They can’t be trusted and they don’t follow the
rules. If they don’t follow the rules on human rights for which there are all sorts of international
standards, why should we believe that they will follow the rules on a weapons agreement or a
nuclear agreement?)
그러면서 로이드 국장은 과거 클린턴 및 부시 미국 행정부 당시 북한과 비핵화 합의가 이루어졌지만,
북한은 이행하지 않았던 사례가 있었음을 상기시켰습니다. 그는 이어 미국도 인권의 모든 면에서 완벽
하진 않지만, 과거 행정부들이 소련, 이란 등과의 협상에서 안보, 경제적 사안과 더불어 인권문제를 제
기했다며, 미국이 목소리를 내지 못하는 2천만 명의 북한 주민들을 위해 인권문제를 제기하는 것이 도
덕적으로도 타당하다고 강조했습니다.
한편, 차 석좌와 로이드 국장은 17일 미국의 외교 전문지 포린폴리시(FP)에 발표한 ‘대북 인도주의 지
원 문제’(The Case for Humanitarian Aid to North Korea) 제하 기고문을 통해 북한 식량난 등 주민들
의 비참한 생활수준은 북한 정권의 정책 및 정치적 이념으로 초래된 것으로 북한 정부에 전적인 책임이
있다고 지적했습니다.
기고문은 이어 대북 지원이 북한의 정치적 변화를 유도하기 위한 지렛대로 인식돼선 곤란하고 또 변
화를 이끌어 낼 수도 없지만, 북한 주민들의 가장 기본적인 권리를 보호하고 생명을 구하기 위해 북한
에 대한 인도주의 지원이 이뤄져야 한다며 대북지원을 촉구했습니다.
