美 국무부 특사단 訪北결과에 “목표는 완전한 비핵화…한반도 평화체제 비핵화 진전에 달려”
"문재인 대통령이 언급한 것처럼 남북관계의 개선은 북한의 핵 프로그램 문제의 해결과 별개로 진전될
수 없다"

미국 국무부는 한국의 대북 특사단 방북 결과와 관련해 미국의 목표는 북한의 완전한 비핵화라고 강조
했습니다. 남북관계 개선 속도에 대해선 신중한 입장을 거듭 확인하고 ‘특정 분야별 제재’를 또다시 거
론했습니다. 또한 한반도 평화체제 구축은 비핵화 진전에 달려있다고 못박았습니다. 백성원 기자가 기

국무부는 김정은 위원장과 북한이 최근 비핵화 의지를 재확인했다며, 전 세계가 집중한 것은 김 위원
장의 비핵화 약속이었다고 밝혔습니다.
[국무부 관계자] “Chairman Kim has, and the DPRK has recently, reconfirmed its commitment to
denuclearization. It is Chairman Kim’s commitment to denuclearization, upon which the world is
focused. We remain confident that the promises made by President Trump and Chairman Kim will
be fulfilled.”
국무부 대변인실 관계자는 6일, 김정은 위원장이 한국의 대북 특사단을 만난 자리에서 비핵화 시간표
를 제시한 것으로 알려진 데 대한 VOA의 논평 요청에 이같이 답했습니다. 그러면서 미국은 트럼프 대
통령과 김 위원장의 약속이 이행될 것으로 확신한다고 말했습니다.
앞서 문재인 한국 대통령의 대북 특사단을 이끌고 평양에 다녀온 정의용 청와대 국가안보실장은 6일,
김 위원장이 트럼프 대통령의 첫 임기 내에 비핵화를 실현했으면 좋겠다는 말을 했다고 전했습니다. 국
무부 관계자는 북한의 첫 시간표 제시를 환영하느냐는 질문에, 미국의 목표는 김 위원장이 싱가포르에
서 동의한 최종적이고 완전히 검증된 북한의 비핵화라고 못박았습니다.
[국무부 관계자] “Our goal is to achieve the final, fully-verified denuclearization of the DPRK as
agreed to by Chairman Kim in Singapore.”
또 남북한이 오는 18일부터 20일까지 2박3일간 평양에서 남북정상회담을 개최하기로 합의한 데 대한
논평을 요청하자, 남북 관계 개선 속도에 대한 신중한 입장을 확인했습니다.
[국무부 관계자] “We reaffirmed the Panmunjom Declaration during the Singapore Summit and
we did so because progress on inter-Korean relations must happen in lockstep with progress on
denuclearization.”
미국은 싱가포르 정상회담에서 판문점 선언을 재확인했고 이는 남북관계의 진전이 비핵화의 진전과
엄격히 보조를 맞춰 진행돼야 하기 때문이라는 겁니다. 아울러 문재인 한국 대통령이 언급한 것처럼 남
북관계의 개선은 북한의 핵 프로그램 문제의 해결과 별개로 진전될 수 없다고 거듭 강조했습니다.
[국무부 관계자] “As President Moon has stated, “the improvement of relations between North
and South Korea cannot advance separately from resolving North Korea’s nuclear program.”
국무부 관계자는 또 남북 정상회담과 관계 개선이 미국의 북한 비핵화 노력에 도움을 줄 것으로 보는
지, 아니면 국제사회의 압박 캠페인을 훼손할 것으로 보는지 묻는 질문에, 또다시 유엔 안보리의 ‘특정
분야별 제재’를 거론하며 북한 핵 프로그램 종식을 도울 것을 촉구했습니다.
[국무부 관계자] “We expect all member states to fully implement UN sanctions, including
sectoral goods banned under UN Security Council resolution, and expect all nations to take their
responsibilities seriously to help end the DPRK’s illegal nuclear and missile programs.”
모든 유엔 회원국들이 유엔 안보리 결의에 의해 금지된 ‘특정 분야 제품(sectoral goods)’을 비롯해
유엔 제재를 완전히 이행하기를 기대한다는 겁니다. 그러면서 모든 나라가 북한의 불법 핵과 미사일 프
로그램을 끝내는 것을 도울 책임을 심각하게 받아들이기를 기대한다고 말했습니다.
앞서 국무부 관계자는 전날 북한 철도에 대한 남북 공동조사가 대북제재 대상이 아니라는 한국 통일
부의 입장에 동의하느냐는 질문에도 ‘특정 분야별 제재’를 처음으로 언급하며 같은 입장을 밝혔습니다.
앞서의 국무부 관계자는 대북 특사단의 방북 결과 발표와 관련해, 동맹국인 한국의 ‘중재자’ 역할이 적
절하냐고 묻자 미국과 미국의 동맹국인 한국, 일본은 북한에 대한 일치된 대응을 조율하는데 전념하고
있다고 답했습니다.
[국무부 관계자] “The United States and our allies the Republic of Korea and Japan are
committed to close coordination on our unified response to North Korea.”
이어 북한이 자신들의 선제적 조치들에 대해 상응하는 조치가 이뤄진다면 비핵화를 위한 보다 적극적
인 조치들을 계속해나갈 수 있다는 의지를 강하게 밝혔다는 정의용 실장의 발언과 관련해, 미국과 동맹
국들은 김정은 위원장이 동의한 최종적이고 완전히 검증된 북한의 비핵화라는 공동 목표에 전념하고
있다면서 현재로선 이런 협상을 성공시키는데 집중하고 있다고 말했습니다.
[국무부 관계자] “The United States and its allies are committed to the same goal - the final,
fully verified denuclearization of North Korea, as agreed to by Chairman Kim Jong Un. Our focus
right now is to make these negotiations successful.”
이 관계자는 종전선언이 한미동맹 약화나 주한미군 철수와 상관없다는 게 김 위원장의 입장이라는 정
실장의 발언에 대해선, 트럼프 대통령과 김 위원장은 싱가포르에서 완전한 비핵화를 위해 노력하고, 한
반도에 영속적이고 안정적인 평화 체재를 구축하기 위한 노력에 힘을 모으기로 약속했다고 말했습니
다. 그러면서 항구적인 평화 체제를 향한 노력은 완전한 비핵화를 향한 진전에 달려있다고 선을 그었습
니다.
[국무부 관계자] “In Singapore, President Trump and Chairman Kim committed to working
toward complete denuclearization and to joining their efforts to build a lasting and stable peace
regime on the Korean Peninsula. Efforts toward a lasting peace regime are dependent on
progress toward complete denuclearization.”
아울러 미국은 트럼프 대통령과 김 위원장의 약속이 이행될 것으로 확신한다고 거듭 강조했습니다.
한편 국무부는 새로 임명된 스티븐 비건 대북정책 특별대표의 업무가 대북 압박에 집중될 것임을 시사
했습니다.
[국무부 관계자] “Special Representative Biegun and the many capable members of our policy
team will continue to drive the international communities maximum pressure campaign in order to
ensure a peaceful solution.”
국무부 관계자는 최근 국무부 내 ‘한반도 라인’이 보강되고 있다는 보도에 대한 VOA의 논평 요청에,
비건 특별대표와 역량이 뛰어난 많은 정책 팀원들이 평화적 해결을 보장하기 위해 국제사회의 최대 압
