美 재무부 북한과 불법 거래한 中·러 업체 등 제재

미국 재무부가 북한과의 불법 거래에 관여한 중국과 러시아 기업 3곳과 개인 1명을 제재 명단에 추가했
습니다. 북한의 비핵화가 이뤄질 때까지 대북 제재를 위반할 경우 대가를 치르도록 하겠다고 경고했습
니다. 박형주 기자가 보도합니다.
이달 초, 북한의 불법 금융 활동에 연루된 러시아 은행 등을 제재했던 미국 재무부가 10여 일 만에 또
제재 조치를 발표했습니다. 이번에 재무부가 겨냥한 대상은 불법적 대북 운송에 관여한 기관 3곳과 개
인 1명.
중국 다롄 소재 '썬문스타 국제물류 무역회사(천보물류국제유한회사)'와 싱가포르 자회사인 '신에스엠
에스(SINSMS)', 러시아 항만 서비스 대행업체인 '프로피넷 유한회사(Profinet)', 또 이곳 대표인 러시아
인 '바실리 알렉산드로비츠 콜차노프(Vasili Aleksandrovich Kolchanov)'가 제재 명단에 추가됐습니다.
'썬문스타'와 '신에스엠에스'는 가짜로 꾸민 문서를 이용해 주류와 담배, 담배 관련 제품의 수출 등 불
법적인 대북 운송에 관여했습니다. 재무부는 불법적인 담배 거래가 북한 정권에 매년 10억 달러의 순이
익을 안겨준다고 설명했습니다.
특히 '신에스엠에스'의 경우 대북 수출은 물론 중국·싱가포르· 홍콩· 태국·베트남·인도네시아·캄보디
아 등지의 물품 거래에도 책임이 있습니다. 또 이 업체 직원들은 중국 다롄과 북한 남포 간 화물 운송과
관련해 자사를 통해 제재를 회피하는 방법 등을 제공했다고 재무부는 지적했습니다.
러시아 항만 서비스 업체인 '프로피넷'은 최소 6차례에 걸쳐 북한 선적 선박들이 러시아 항구를 이용
할 수 있도록 각종 편의를 제공했습니다. 이들 선박에는 불법 정제유 운반으로 제재 대상에 오른 북한
유조선 '천명 1호'와 '례성강 1호'도 포함됐습니다. 재무부는 '프로피넷' 직원은 제재 위반인 줄 알면서
도 북한 선적에 '벙커링 서비스'를 제공했다고 밝혔습니다.
'프로피넷'의 대표로 제재 대상에 오른 '콜차노프' 씨는 개인적으로 북한 관련 거래에 관여했을 뿐만
아니라 러시아 소재 북한 기관의 인사들과도 직접 교류했습니다.
재무부 산하 해외자산통제실(OFAC)은 이번 조치가 유엔 안보리 결정에 부응해 북한의 불법적인 대량
살상무기 프로그램과 활동에 쓰이는 자금 유입을 막기 위한 미국의 계속되는 노력을 더욱 강화해주는
것이라고 밝혔습니다. 재무부의 결정에 따라 '특별지정 제재 대상(SDN)'에 포함된 기관과 개인의 미국
내 자산은 동결되며, 미국인들과 이들의 거래도 금지됩니다.
티브 므누신 재무장관은 성명에서 “재무부는 현행 제재를 계속 이행하면서, 북한에 수익을 제공하는
기업, 항만, 선박을 차단하고 이들을 제재 대상으로 지정할 것이라고 밝혔습니다.
[므누신 재무장관] “Treasury will continue to implement existing sanctions on North Korea, and
will take action to block and designate companies, ports, and vessels that facilitate illicit
shipments and provide revenue streams to the DPRK."
또 "중국, 싱가포르, 러시아에 소재한 이들 기관이 제재 회피를 위해 사용하는 수법은 미국 법에 의해
금지된 것으로, 모든 해운 관련 업체들은 이를 준수할 책임이 있으며 그렇게 하지 않을 경우 심각한 위
험에 노출될 수 있다"고 말했습니다.
[므누신 재무장관] “The tactics that these entities based in China, Singapore, and Russia are
using to attempt to evade sanctions are prohibited under U.S. law, and all facets of the shipping
industry have a responsibility to abide by them or expose themselves to serious risks.
그러면서 "최종적이고 완전히 검증된 북한의 비핵화를 달성할 때까지 이 같은 제재를 위반할 경우 대
가를 치를 것"이라고 경고했습니다.
[므누신 재무장관] "Consequences for violating these sanctions will remain in place until we
have achieved the final, fully verified denuclearization of North Korea.”
앞서 재무부는 3일 북한의 불법 금융 활동에 연루된 러시아 은행 1곳과 개인 1명, 무역회사 2곳을 제
