볼튼 보좌관 “미국의 요구는 1992년 남북 비핵화 선언에 기초”
＂어떤 확산이나 군축 합의에도 검증이나 이행 부문이 절대적으로 중요하다＂

존 볼튼 백악관 국가안보보좌관은 북한 스스로가 동의했던 1992년 남북 비핵화 선언에 바탕을 둔 내용
들을 북한에 요구할 것이라고 밝혔습니다. 미-북간 합의가 이뤄진다면 이란 핵 합의와는 달리 확산 문
제에 포함되는 모든 사안들이 담길 것이라고 강조했습니다. 김영남 기자가 보도합니다.
존 볼튼 백악관 국가안보보좌관은 이란 핵 합의 탈퇴 결정이 북한에 주는 메시지는 트럼프 대통령이
진정한 합의를 원한다는 것이라고 밝혔습니다.
[볼튼 보좌관] “Well, I think the message to North Korea is the President wants a real deal; that
what we’re asking for, what Secretary Pompeo will be discussing with people in North Korea
when he arrives there in further preparation for the meeting with Kim Jong-un is - in part, rests
on what North Korea itself agreed to going back to the 1992 joint North-South denuclearization
declaration: the elimination of both the front and the backend of the nuclear fuel cycle; no
uranium enrichment; no plutonium reprocessing.”
볼튼 보좌관은 8일 백악관에서 진행된 브리핑에서 미국의 이란 핵합의 탈퇴가 북한에 끼칠 영향을 묻
는 질문에 이같이 답했습니다.
이어 미국의 요구 사안이자 폼페오 국무장관이 북한을 방문해 논의하는 일정 부분은 북한 스스로가
동의했던 지난 1992년 남북 비핵화 선언에 기초할 것이라고 설명했습니다. 1992년 남북 비핵화 선언에
는 핵 연료 주기의 시작과 끝 모두를 제거하며 우라늄 농축과 플루토늄 재처리가 안 된다는 내용이 담
겨 있다는 겁니다.
볼튼 보좌관은 또 북한에 요구할 다른 것들도 있다고 강조했습니다. 핵 확산 위협을 제거하는 데 진지
하다면 핵무기 보유국이 되려는 국가가 이에 도달하는 것을 허용하게 만드는 부분들을 언급할 필요가
있다는 겁니다.
[볼튼 보좌관] “There are other things we’ll be asking for as well. But when you’re serious about
eliminating the threat of nuclear proliferation, you have to address the aspects that permit an
aspiring nuclear weapons state to get there. The Iran deal did not do that. A deal that we hope to
reach, the President is optimistic we can reach with North Korea, will address all those issues.”
이어 이란 핵 합의는 이 점을 해내지 못했다며 북한과 이뤄내길 바라는 합의에는 이 모든 내용들이 담
길 것이라고 강조했습니다. 볼튼 보좌관은 이란 핵 합의 탈퇴가 미국이 합의를 한 뒤 정치적 상황이 바
뀌면 탈퇴한다는 메시지를 북한에 전달하는 것 아니냐는 지적에, 이는 트럼프 대통령이 말한 것과 전혀
다르다고 답했습니다.
[볼튼 보좌관] “Well, that’s not what he said at all. The issue here is whether the United States
will accept the deal that’s not in its strategic interest, which is what happened, in our judgement,
in 2015. And any nation reserves the right to correct a past mistake. I’ll give you an example: In
2001…”
핵심은 지난 2015년의 결정처럼 미국이 전략적 이익이 되지 않는 합의를 수용할지 여부라는 겁니다.
그러면서 어떤 국가든 과거의 실수를 바로잡을 권리가 있다고 설명했습니다.
볼튼 보좌관 또 이란 핵 합의의 검증 절차의 문제점을 지적한 뒤 북한을 언급하며 어떤 확산이나 군축
합의에도 검증이나 이행 부문이 절대적으로 중요하다고 강조했습니다.
[볼튼 보좌관] “This is…the verification and compliance aspects of any proliferation or arms
control deal are absolutely essential.”
한편 볼튼 보좌관은 지난달 29일 미 언론과의 인터뷰에서도 북한의 비핵화 과정과 관련해 리비아 방
식과 1992년 남북한이 합의한 한반도 비핵화 선언을 염두에 두고 있다고 밝힌 바 있습니다. 한반도 비
핵화 선언에는 핵무기의 시험과 제조, 생산, 접수, 보유에서부터 사용과 사찰에 이르기까지 6개 항에 걸
쳐 비핵화에 관한 자세한 합의가 담겨 있습니다.
