그러나 지금 보편적 복지의 폐해를 겪은 서구는 이를 일정부분 철회하였고 생산시설 국유화 역시 후퇴하였습니다.
미국의 리버럴리즘과 사회주의는 똑같이 '복지국가'를 추구하지만 그 정책방향은 분명히 다릅니다. 리버럴은 자유주의에 기반한 까닭에 복지를 빈곤층의 구제에 집중하려 합니다. 그러나 집단주의에 기반한 서구의 사민주의 등은 보편적 복지를 내세웠지요. 그리고 리버럴보다 복지의 수준을 훨씬 넓게 잡습니다. 예컨대 의료기술이 발전하면서 의료서비스를 시장에 맡기지 않고 국가에서 제공하여야 한다는 'NHS'같은 무상의료가 그것입니다. 교통 역시 국가가 제공하여야 한다고 하지요. 결국 무상의료는 지금 영국의 고민이 되어 있지요. 서구에서는 우리 건강보험제도와 대중교통 공급제도를 놀랍게 바라보고 있습니다. 특히 소득재분배 역할을 하는 건강보험 제도는 벤치마킹 대상이 됐습니다. 그런데 우리는 거꾸로 급진좌파 정책수립에 골몰하고 있는 것입니다.
