전원책의 보수이야기 ♥제355신 책임정치야말로 민주주의가 유지되는 요체입니다
어떤 의미에선 권력분립보다 더 중요하지요. 정치적 책임을 보장하는 일반적인 방법은 선거입니다. 선거는 '인민이 통치자 - 공직자를 통제할 수 있는 가장 효과적인 수단입니다. 그런데 '문민정부'들은 하나같이 책임정치에서 벗어나려 했지요. 인기가 떨어지고 실정을 한 대통령들은 탈당을 했습니다. 노무현 후보는 민주당이라는 당명보다는 단일화를 명분으로 '국민후보'라는 명칭을 사용했지요. 그 자체로 선거법 위반이라고 나는 생각합니다. 이번 선거에 MB는 탈당하지 않았는데 그건 27-8%의 인기라도 있었던 까닭도 있지만, 여권이 친박 친이로 나뉜지 오래라 국민들이 MB와 박근혜를 같은 정치세력으로 생각하지 않았기 때문입니다. 한편 선거는 책임을 묻는 수단이 아닌, 타락한 제도가 되고 있습니다. 대중이 '돈에 대한 열망, 사채 탕감, 재산의 평등한 분배, 기타 부적절하고 사악한 계획들(제임스 메디슨)'에 쉽게 넘어가기 때문입니다. 지난 대선에서 보듯이 포퓰리즘은 민주주의엔 암 같은 것입니다
