전원책의 보수이야기 ♥제351신 미국은 지난 금융위기 때 월가의 금융회사는 물론 디트로이트의 자동차회사에 구제금융을 주었습니다
한때 한국 등이 공적자금을 투입하는 걸 시비걸던 미국입니다. 왜일까요? 자본주의 원칙으로는 미국의 자동차회사는 금융위기 때 전부 망해야 '정의'에 부합합니다. 오늘날 자본주의는 대기업이 주도하는 시댑니다. 과거처럼 중소기업들이 노동자를 고용하여 한정된 시장을 두고 싸우던 시대가 아니라, 대자본과 수많은 주주들, 대규모 경영조직이 세계시장을 놓고 전쟁을 벌이는 것입니다. 그래서 리버럴리즘은 대기업과 정부가 맞서는 상황에서 대기업을 정부가 통제해야 한다고 주장합니다. 예컨대 담합을 막고 '시장의 실패'를 막으려면 정부의 규제는 필요하다는 것이지요. 한편 정부는 그런 대기업이 위기에 봉착하면 자본주의를 '구제'해야 한다고 주장합니다. 예를 들어 항공사와 철도 같은 공공서비스와 연관된 사업은 보조금을 주어서라도 살려내야 한다는 것이지요. 가히 '남이 하면 불륜, 자신이 하면 로맨스'입니다.
