전원책의 보수이야기 ♥제340신 세금은 공동체를 위해 쓰는 비용입니다
나라를 지키고 다리를 놓거나 길을 닦는 비용은 물론 재난의 예방과 구호, 빈자구휼에 드는 돈이지요. 1960년대 서구는 좌파열풍이 불면서 '복지' 때문에 담세율이 많이 올랐습니다. 그러나 이른바 '복지국가'는커녕 사회는 무기력해지고 하향평준화로 내달았습니다. 그것이 '좌파-사민주의'에 대한 반성을 불렀습니다. 1979년 영국이 먼저 돌아섰고, 2006년엔 인구가 적고 자원이 풍부하며 사실상 루터교 단일종교인 스웨덴마저 좌파 사민당이 물러나고 우파인 온건당이 집권했지요. 담세율은 많이 내렸습니다. 좌파들은 세금을 '사회를 위한 투자'라고 합니다. 그건 결국 거대하게 부푼, 국가라는 공룡이 시민의 자유를 제한하고 통제하는 결과를 초래합니다. 과도한 세금이 경제불안을 부르고 투자를 막아 일자리를 없앤 증거는 수없이 있습니다. 반대로 세율을 낮추면 경기가 살고 오히려 세수가 는 증거도 많습니다.(아서 래퍼는 이런 연속효과를 래퍼곡선으로 증명했습니다) 나는 차기정부가 복지공약을 조정하지 않으면 어떤 형식으로든 세금을 더 거둘 수밖에 없다는 걸 확신합니다. 그건 악몽의 시작이 되겠지요. 담세율이 1% 늘면 세수는 12조가 더 걷힌다지만, 경제는 훨씬 더 침체해 결국 세수는 더 크게 줄겠지요. 우리는 아직 2만2천불 소득에 불과한 나랍니다.
