전원책의 보수이야기 ♥제336신 지하경제는 OECD에서는 NOENon Observed Economy라고 부릅니다
이 개념은 지하경제 자체를 무조건 불법으로 보지 않는다는 의미가 있습니다. 어떤 면에서는 지하금융이 사회의 '윤활유' 역할을 한다는 뜻도 숨어 있습니다. 대통령 인수위에서 우리 지하경제규모를 372조로 추정했습니다. 국민총생산의 24% 정도지요. 나는 이 추정치가 과장되었다고 방송에서 말했습니다. OECD리포트에 의하면 구소련이 25-30% 정도라고 합니다. 인수위에서는 우리 하루 돈의 흐름이 255조이고 년간 6경원인데 과세대상은 4000조 정도라고 합니다. 그래서 지하경제를 6%만 양성화해도 년 1조5천억이 더 걷힌다는 얘기, 지하경제 양성화로 20조가 걷힌다는 얘기, 유사석유 단속으로 년 5천억이 더 걷힌다는 얘기들이 나오고 결론적으로 5년간 53조를 걷은 다음, 세출개혁으로 82조를 더 만들어 증세없이 복지에 필요한 135조를 마련한다는 겁니다. 그러나 전부 주먹구구지요. 우선 당선인 공약 이행에 135조보다 훨씬 더 들 겁니다. 둘째 지하경제는 이탈리아와 비슷한 15%정도로 추산되며 년간 1%를 양성화하기도 힘들다는 게 내 생각입니다. 면세 자영업자들, 가족과 친척간의 돈거래, 결혼식 부조금에 과세가 되기 시작하면 민심은 엄청나게 들끓을 것입니다. 성장을 하면서 그 틀 안에서 복지를 하지 않는 한 차기정부는 민심과 전쟁을 하는 셈이 되겠지요.
