 오공단 박사 식량難에 일반 주민보다 軍 간부들이 더 고통받아…쌀 지원하면 국제사회가 김정은에게 朝貢하는 것이라고 선전할 것

 MC: 북한에 대한 쌀 지원이 김정은 3대 세습을 위한 선전에 이용될 것이라고 미국국방연구원의 오공단 박사가 주장했습니다. 
 
 미국국방연구원의 책임연구원인 오공단 박사는 1990년대 중반의 대기근에서 살아남은 북한 주민 대다수는 식량난을 타개할 방법을 나름대로 터득했고, 최근 알려진 식량난으로 고통 받는 계층은 오히려 군부라고 12일 주장했습니다. 
 
 오 박사: 이제 주민들은 식량난 속에서 살아남는 방법을 압니다. 국제사회의 식량 지원이 줄면서 식량난으로 고통을 느끼는 것은 군이나 당 간부죠. 김정일 정권은 수십억 달러의 비자금이 있지만 쌀을 사는데 사용하진 않습니다. 지금 미국이 쌀을 지원하면 김정은을 후계자로 지목하니까 쌀을 보내 머리를 조아리고 인사하는 것이라고 선전할 겁니다. 
 
 Now the people know how to survive. The people who are suffering are the military and the cadre because now the WFP and donors don't give. So they are now suffering. They still have the money to buy the rice. But they don't want to use the slush fund of the Kim Jong Il family. They have billions of dollars. So at this point if you deliver, they'll use it for propaganda. Ah, our 3rd son is appointed and the US is kowtowing with special delivery of rice. 
 
 오 박사는 미국 워싱턴에 소재한 민간연구단체 아시아소사이어티에서 1990년대 북한의 대기근과 정치범 수용소의 인권탄압, 중국 내 탈북 여성의 인신매매 등을 고발하는 탈북자들의 증언을 다룬 기록 영화 '김정일리아'가 상영된 후 관객들과의 질의 응답시간에 이와 같이 말했습니다. 
 
 오 박사는 90년대 중반 대기근을 겪던 북한에 국제사회의 지원이 없었다면 북한 주민들은 맨손으로라도 북한 정권에 도전했을 것이라던 영화 속 탈북자의 발언처럼 최근 미국을 방문한 강철환 씨를 비롯한 탈북자들은 미국 정부가 대북 쌀 지원을 하지 말아야 한다고 주장한다는 것입니다. 세계식량계획을 비롯한 국제구호단체가 좋은 의도로 전달한 쌀은 대부분 핵심 권력층에게 배분되고 극히 소량만이 가장 취약한 계층에게 나눠주기 때문에 탈북자의 가족들은 굶주리더라도 북한 정권을 지탱하는 쌀 지원에 반대한다는 것입니다. 
 
 오 박사: 1990년대 한국 정부의 햇볕정책의 혜택은 주민이 아니라 김정일 정권에 직접 갔습니다. 100톤의 쌀을 지원하면 분배감시요원에게 보여주기 위해 30톤 정도만 취약계층에게 일부 제공하고 당 간부나 군부 핵심계층에게 거의 간다고 보면 됩니다. 
 
 오 박사는 자신이 아는 탈북자 중에 북한에 있을 당시 한국정부나 국제사회가 보낸 쌀을 한 톨이라도 받은 사람이 없다고 덧붙이고, 국제사회는 라면과 같이 권력층이 암시장에 내다 팔거나 전용할 수 없는 품목의 식량과 의약품을 지원해야 한다고 강조했습니다. 오 박사는 또 국제사회는 수십억 달러의 비자금을 챙기면서도 굶주리는 주민을 위해 사용하지 않는 북한 정권에 대한 진실과 외부세계의 정보를 북한주민에게 전달해 그들이 자유와 행복을 찾도록 도와야 한다고 덧붙였습니다. 
 
 한편, 오 박사는 8년에 걸쳐 270 여명의 탈북자와 수차례씩 만나 수집한 정보를 토대로 2009년 '숨겨진 북한사람들(The Hidden People of North Korea)'을 출간했습니다.
