 美 대북 경제제재… “1년 더”
 오바마, “핵 확산은 특별한 위협”

미국이 15일(현지시각) 오는 6월 시한이 만료되는 대북 경제제재 조치를 1년 더 연장하기로 결정했다. 

  
버락 오바마 대통령은 이날 의회에 보낸 서한에서 북한이 미국의 안보와 대외정책에 “특별한 위협”이 되고 있다며, 26일 종료되는 국제비상경제권법에 따른 대북 제재 조처의 적용 시한을 1년 연장한다고 밝혔다. 
  
특히 그는 무기로 사용될 수 있는 북한 핵분열 물질의 실체와 확산 위협이 미국의 안보 및 대외 정책에 특별한 위협이 된다고 지적했다.
  
이에 따라 기존에 동결돼 있던 미국 내 북한 자산(이자 포함)은 계속 동결되며, 북한 국적 선박에 대한 소유·운행·임대차 및 보험계약 등도 계속 금지된다. 오바마 대통령은 지난해 6월에도 이런 제재 조치의 시한을 1년 연장한 바 있다.
  
조지 부시 대통령 시절부터 시작된 1년 단위의 이 국제비상경제권법은 국가안보를 위협하는 특정 국가에 대해 경제제재를 부과할 권한을 대통령에게 부여하고 있다.
