2024년도 예산안이 법정기한을 19일이나 넘기며 국회의 늑장·졸속 처리가 되풀이 됐다.

국회 예결위가 심사기한을 넘겨 예결위원장, 여야 간사 등 3인과 정부측 관계자 2인 등으로 구성되는 
이른바 '밀실 소소위(小小委)' 에서 논의가 이뤄졌다.
법적 근거 없이 운영되는 소위원회 속의 소위원회인 ‘소소위’ 는 상임위와 달리 회의록도 없고 취재도 
제한되어 그야말로 ‘쪽지예산’ 의 ‘깜깜이’ 처리 창구가 되고 있다.

진통 끝에 정부안에서 4.2조원을 줄이고 국회안 3.9조원을 늘려, 3천억원이 줄어든 656조6천억원으로 
확정됐다.
국회에서 연구개발(R&D) 예산 6천억원, 지역화폐 예산 3천억원, 새만금 관련 예산 3천억원 등이 증액됐
다.

'이재명표 예산' 으로 불리는 지역화폐 예산 은 정부안에는 없던 예산이며, 새만금 예산은 잼버리대회 
파행 이후 삭감됐던 예산이다.

특히 소소위 에서 정부안에는 전혀 없었던 13개 도로건설사업이 10억원씩 똑같이 증액됐다.
4월 총선 대비 나눠먹기식 ‘쪽지 예산’ 이란 지적을 피할 수 없다.

국회의 권한이자 의무인 예산안 처리를 야당이 정부와 여당을 압박하는 수단으로 법정기한을 넘기고 
‘깜깜이’ ‘짬짜미’ 로 처리하는 관행은 없어져야 한다.
