美 전직 관리들 한국 새 ‘국가안보전략’ 긍정 평가 “북핵 등 정세 반영…美·日과 일치”

한국 정부의 새로운 국가안보전략에 대해 미국의 전직 관리들은 북핵 위협 등 현 국제 정세를 반영했다
며 전반적으로 긍정 평가했습니다. 한국의 한일관계 개선 의지에 주목하며 대북 접근에서 미한일이 더
욱 일치한 것으로 진단했습니다. 박형주 기자가 보도합니다.
워싱턴 민간연구소인 전략국제문제연구소(CSIS)의 빅터 차 부소장 겸 한국석좌는 윤석열 정부의 새로
운 '국가안보전략'과 관련해 대북·한일관계에서 지난 정부와 "180도 달라졌다"고 평가했습니다. 백악관
국가안보회의(NSC)에서 아시아 담당 선임보좌관을 지낸 차 석좌는 8일 VOA와 전화통화에서 이같이 말
하며, 특히 북한 문제에 대해선 "평화체제보다 비핵화에 다시 초점을 맞추는 것은 중요하고 바람직하
다"고 말했습니다.
[빅터 차 한국석좌]"it's completely it's a 180 degrees a 180-degree change in policy...In terms of
North Korea, I think the refocus on denuclearization is important. The De-emphasizing peace regime
over denuclearization I think is also good. I think the Yoon government of course it wants peace on
the Korean peninsula but I think it also understands true peace cannot come While North Korea is
threatening South Korea with nuclear weapons. So I think it's the shift away from more
appeasement-oriented policies of the previous administration. And I think that's also very much in line
with us Japan really you know the global thinking on this issue.”
“윤석열 정부 또한 한반도 평화를 바라지만 북한이 핵무기로 한국을 위협하는 상황에서 진정한 평화
는 올 수 없다는 것을 이해하고 있다”는 진단입니다. 차 석좌는 그러면서 이는 "이전 정부의 '유화주의'
정책으로부터의 전환"이라면서, 윤석열 정부의 대북 접근은 "미국과 일본은 물론 국제적 시각과도 더욱
일치하는 것"이라고 말했습니다.
한국 대통령실은 7일 윤석열 정부의 국가안보전략의 골격을 담은 최상위 지침서인 ‘국가안보전략: 자
유, 평화, 번영의 글로벌 중추국가’를 공개했습니다. 새 전략서는 북핵 문제의 평화적 접근을 토대로 한
반도 평화 정착을 최우선시했던 전임 정부와 달리 미한동맹과 미한일 안보 협력을 강화하고 북한에 대
해서도 ‘원칙을 통한 남북관계 정상화’를 추진하겠다는 의지를 강조했습니다.
특히 “북한의 핵과 대량살상무기는 당면한 최우선적 안보 위협”이라며 “북한 핵과 미사일 위협에 능
동적으로 대응하기 위해 독자적 대응 역량을 획기적으로 보강하고자 한다”고 명시했습니다. 그러면서
문재인 정부가 북한 비핵화 로드맵의 주요 단계로 삼았던 ‘종전선언’과 ‘평화협정’을 모두 삭제했습니
다. 또 “일본과 보편적 가치를 공유하면서 한반도와 지역, 그리고 글로벌 차원의 협력을 강화한다”며 미
래지향적 관계에 방점을 둔 표현을 담았습니다.
빅터 차 석좌는 이와 관련해 "국내 지지 측면에서 윤석열 대통령은 한국 대통령으로서는 가장 어려운
외교 현안을 다루며 인기보다 국익을 우선시했다"며 윤 정부의 한일관계 개선 의지를 평가했습니다.
[빅터 차 석좌]"In terms of domestic popularity, he took the hardest issue and put national interests
above populism. And so at least in Washington DC. He is given a lot of credit for that because he's
not following political win. I think it's a real shift and really to focus on values in the future rather than
the past and apologies I think is also a reflection of a stronger more confident Korea that you know
that is doing better than Japan in many areas now...Literally, the world is on fire like we have a war in
Europe. China is growing much more assertive North Korea is out of control. And Yun is basically
saying Korea has to adjust to that and be better prepared by doing the things that he's doing."
그러면서 "적어도 워싱턴에서 그는 정치적 이익을 쫓지 않은 데 대해 높은 점수를 받는다"고 덧붙였습
니다. 이어 한일 관계와 관련해선 "과거나 사과보다는 미래의 가치들에 집중하고, 한국이 여러 측면에서
일본보다 잘하고 있다는 강력한 자신감을 반영한 것"이라고 분석했습니다.
빅터 차 석좌는 러시아의 우크라이나 침공, 중국의 증가하는 강압 행위, 통제 불능 상태인 북한 등 국
제 상황이 엄중한 상황에서 윤 대통령은 "한국이 이런 방향으로 나아감으로써 이에 적응하고 더욱 잘 대
비해야 한다"고 말하고 있다고 풀이했습니다.
헤리티지 재단의 브루스 클링너 선임연구원은 한국의 새 전략이 "미한동맹 강화를 토대로 대북, 대일
접근을 펴고, 인도태평양은 물론 국제사회에서도 더 큰 역할을 맡는 글로벌 중추국가를 지향하는 '포괄
적이고 실용적인 접근'을 담았다"고 총평했습니다.
[클링너 선임연구원]"He articulated that he wants to have a comprehensive pragmatic approach in
using a strengthening of the S. South Korea alliance as the foundation using a strengthening of the
US-.South Korea alliance as the foundation for Seoul’s outreach to Pyeongyang, Tokyo and Beijing
and also enabling a larger role for South Korea in the indo pacific region and then also as a global
pivotal state sort of further punching above the weight of South Korea as a small nation but assuming
a large role on the world stage...It could create a trend for sort of premature abandonment of
defenses of South Korea and the United States and it would achieve really nothing. So I think it was a
pragmatic approach by the Yoon administration to forego Moon's meaningless diplomatic gesture to
the North.”
클링너 연구원은 한국이 북핵 대응 역량 강화를 강조한 것에 대해선, 북한이 대화 제의를 거부한 채 무
기 개발에 집중하는 상황을 지적하며 "한국과 다른 국가들은 계속 증가하는 북한과 중국의 위협을 억제
하고 방어하기 위해 적절한 조치를 취해야 한다"고 말했습니다
또 지난 문재인 정부가 추진한 종전선언에 대해 "한국과 미국 방어를 섣불리 포기하도록 할 수 있고,
실제로 아무것도 얻지 못하는 것"이라며 윤석열 정부가 "문재인 정부의 의미 없는 대북 외교적 제스처를
포기한 것은 실용적 접근"이라고 평가했습니다.
주한 미국 부대사를 지낸 마크 토콜라 한미경제연구소 부소장은 새로운 국가안보전략이 '억제'만 언급
하는 것이 아니라는 점도 주목해야 한다면서 윤석열 정부의 '담대한 구상'도 전략에 포함된 부분을 언급
했습니다.
[토콜라 전 부대사]"you have to also add that if you look at the whole chapter 7 of the national
security strategy it doesn't only talk about deterrent it talks about the audacious initiative and is very
explicit in what it would offer North Korea if North Korea was going to engage in diplomacy...I think
well there's a difference but I don't think the difference is because of an ideological approach. I think
the difference is time.
I think the environment's changed."
한국 정부는 담대한 구상에서 북한이 외교에 관여할 경우 제안할 것들에 대해 분명히 밝히고 있다는
설명입니다. 토콜라 전 부대사는 그러면서 전임 문재인 정부와 윤석열 정부의 대북 정책의 차이가 "이념
적 접근 때문이 아니라 시기와 정세 변화에 따른 것"으로 본다고 해석했습니다. 해리 해리스 전 주한 미
국대사도 8일 VOA에 윤석열 정부의 새 국가안보전략에 대한 지지 입장을 밝혔습니다.
[해리스 전 대사]"I support it, especially its foundational understanding of the threat from North
Korea, the importance of the 70-year young U.S.-South Korean Alliance and, particularly, its
compelling approach and intent to improve relations with Japan. The strategy underscores the
criticality of THAAD to defend South Korea against missile threats from the North. It also nimbly
addresses China."
미 해군 태평양사령관 출신인 해리스 전 대사는 VOA에 보낸 서면 논평을 통해 이같이 말하며 "특히 북
한 위협에 대한 근본적인 이해, 70년 역사의 미한동맹의 중요성, 그리고 특별히 일본과의 관계 개선에
대한 강력한 의도와 접근"을 지지한다고 덧붙였습니다. 이어 "국가안보 전략이 북한의 미사일 위협으로
부터 한국을 방어하기 위한 사드 배치의 중요성을 강조하고 있으며, 또한 중국도 민첩하게 다루고 있
다"고 해리스 전 대사는 평가했습니다.
한국의 새 국가안보전략은 대중국 전략과 관련해 “우리 주권과 권익에 대해서는 국익과 원칙에 기반
하여 일관되고 단호하게 대응하고, 현안 관리를 위한 상시소통 체계를 가동한다”면서 “특히 사드 문제
는 우리의 안보 주권 사안임을 분명히 한다”고 명시했습니다.
