美 국무부 미국인 訪北 금지 1년 연장…“미국민 안전이 최우선”

미 국무부가 미국인들의 북한 여행 금지 조치를 1년 더 연장했습니다. 국무부는 북한 여행과 관련해 심
각한 위험이 지속적으로 존재하는 것으로 판단했다고 밝혔습니다. 김동현 기자가 취재했습니다.
미 국무부 관계자는 19일 VOA에 “해외 주재 국민의 안전은 미국의 최우선 정책순위 중 하나”라며, 미
국인들의 북한 방문 금지 조치를 1년 더 연장한 배경을 설명했습니다. 이 관계자는 “미국 정부의 북한여
행 주의보는 변함이 없다”며, “국무부는 미국인들이 북한을 방문하지 말 것을 강력히 경고한다”고 말했
습니다.
[미 국무부 관계자 VOA 질의 답변] “The safety and security of U.S. citizens overseas is one of our
highest priorities. The Travel Advisory for North Korea remains in place - the Department of State
strongly warns U.S. citizens not to travel to North Korea.”
마이크 폼페오 국무장관은 북한을 여행하는 미국인에 대한 체포와 장기 구금의 심각한 위험이 지속되
고 있다는 우려 때문에 미국 여권을 사용해 북한을 방문 또는 경유하는 여행의 금지 조치를 재연장하기
로 결정했다고 밝혔습니다.
[미 국무부 관계자 VOA 질의 답변] “Due to continuing concerns over the serious risk of arrest and
long-term detention in North Korea, the Secretary has reauthorized the existing Geographic Travel
Restriction on the use of a U.S. passport to travel in, through, or to North Korea.
국무부의 이번 조치는 다음달 1일부터 유효하며, 국무장관이 연장 또는 취소하지 않는 한 1년 동안 유
지됩니다.
[미 국무부 관계자 VOA 질의 답변] “The restriction is effective as of September 1, 2019 and will expire
in one year unless extended or revoked by the Secretary. U.S. passports are invalid for travel to,
through and in North Korea.”
북한 여행 금지 조치의 예외는 연방 정부 규정에 따라 미국의 국익과 관련해 극도로 제한된 목적에서
만 허용되며, 이 경우 국무부로부터 특별여권을 받아야 합니다.
[미 국무부 관계자 VOA 질의 답변] “Individuals who wish to travel to or within North Korea for the
extremely limited purposes in the U.S. national interest, as set forth in federal regulations, must apply for
a passport with a special validation from the Department of State.”
미국인들에 대한 방북 금지 조치는 북한 여행 중 북한 당국에 억류됐던 미국인 대학생 오토 웜비어가
석방 직후 숨진 데 따라 2017년 9월 당시 렉스 틸러슨 국무장관에 의해 결정됐습니다. 국무부는 지난해
이 조치를 1년 연장한 데 이어 이번에 두 번째 연장 조치를 취했습니다. VOA 뉴스 김동현입니다.
