美국무부 “북한 핵·미사일 버려야만 안전해져…제재로 깨닫게 할 것”

미국 국무부는 북한이 핵무기와 운반 수단을 폐기해야만 안전을 보장받을 수 있을 것이라고 밝혔습니
다. 미-북 관계를 근본적으로 바꾸고 평화 체제를 구축하는 과정은 북한의 비핵화를 전제로 추진할 것
이라는 원칙을 확인했습니다. 백성원 기자가 보도합니다.
국무부가 북한과의 지속적인 대화 의지를 강조하면서도 제재 완화를 유인책으로 제공할 뜻이 없음을
거듭 강조하고 있습니다. 국무부 대변인실 관계자는 25일 VOA에 “국제사회는 유엔 안보리 결의들을
계속 이행할 것”이라고 밝혔습니다. 이어 “북한이 추구하는 안전과 발전을 성취하는 유일한 길은 대량
살상무기와 운반수단의 포기라는 것을 북한에 강조하기 위해서”라는 이유를 들었습니다.
[국무부 관계자] “The international community will continue to implement UN Security Council
resolutions to underscore to North Korea that the only way to achieve the security and
development it seeks is to forsake its weapons of mass destruction and their means of delivery.”
이 같은 대북 압박이 유엔의 의지이고, 따라서 세계 각국이 이를 따를 것이라는 점도 분명히 했습니
다.
[국무부 관계자] “As determined by the United Nations Security Council, international sanctions
remain in place and are to be enforced by all United Nations members.”
“유엔 안전보장이사회가 결정한 대로 국제적 제재는 유지될 것이고 모든 유엔 회원국들에 의해 이행
될 것”이라는 설명입니다.
이 관계자는 미국의 지속적인 제재를 북한과 중국 등이 요구하는 ‘단계적 해법’에 대한 반대의 뜻으로
이해해도 되느냐는 질문에 “미국은 미-북 관계를 근본적으로 바꾸고 한반도에 영구적이고 안정된 평화
체제를 구축하기 위한 구체적인 조치를 시작할 준비가 돼 있다”고 답하면서도 “비핵화와 병행해서”라
는 전제를 달았습니다.
[국무부 관계자] “The United States remains ready to proceed-in parallel with denuclearization-
with concrete steps to transform the U.S.-North Korea relationship and establish a lasting and
stable peace regime on the Korean Peninsula.”
그러면서 “미국은 북한과 역내, 그리고 전 세계를 위한 밝은 경제적 미래를 만들기를 고대한다”고 덧
붙였습니다.
[국무부 관계자] “The United States looks forward to building a bright economic future for North
Korea, the region, and the world.”
특히 트럼프 대통령의 대화 의지와 추가 협상 가능성이 여전히 남아 있음을 상기시켰습니다.
[국무부 관계자] “As President Trump has said, he believes Chairman Kim will fulfill his
commitment to denuclearize, and the United States remains open to diplomatic negotiations with
North Korea to make further progress on that goal.”
“트럼프 대통령은, 그가 말한 대로, 김정은 위원장이 비핵화 약속을 지킬 것으로 믿는다”는 겁니다.
국무부 관계자는 “미국은 이 목표와 관련해 추가 진전을 이루기 위해 북한과의 외교 협상에 열려 있
