美 전문가들 “폼페오 4차 訪北 큰 성과 어려워…완화된 제안 들고 가야” 게리 세이모어 "미국이 북한에 핵무기 대다수 포기를 요구할지, 아니면 완화된 제안(핵 물질과 미사일 의 추가 생산 금지)을 할지 결정해야" …이성윤 "미국은 자신이 직접 판 구멍에 더욱 깊이 빠질 것이며 결국 평화 선언에 동의하게 될 것" VOA(미국의 소리) 북한 문제를 오랫동안 다뤄온 미국의 전직 관리와 전문가들은 마이크 폼페오 국무장관이 이번 방북을 통해 큰 성과를 거둘 가능성은 낮다고 내다봤습니다. 기존의 비핵화 요구를 그대로 들고 가는 것은 시 간 낭비라며 완화된 제안을 할 준비가 돼 있는지 미국이 결정해야 할 때라는 주장도 나왔습니다. 김영 남 기자가 취재했습니다. 폼페오 국무장관이 네 번째 방북을 준비중인 것으로 알려졌습니다. 이와 관련해 미국의 전직 관리와 전문가들은 이번 방북의 목적은 비핵화에 대한 미-북간 의견 차이를 좁히는 데 집중될 것으로 내다봤 습니다. 마크 피츠패트릭 영국 국제전략문제연구소(IISS) 워싱턴사무소 소장입니다. [녹취: 피츠패트릭 소장] “Secretary Pompeo has been pressing North Korea repeatedly to clarify the definition of denuclearization, hoping that North Korea would agree with the United States that it should be extensive definition covering all aspects of the nuclear program and delivery systems and missiles, and even the chemical weapons and biological weapons. North Korea has been very reluctant to get into those details until the United States agrees to talk about North Korea’s agenda, the peace accord. So this time again, Secretary Pompeo will be pressing denuclearization definition and asking about verification, and North Koreans will press back.” 국무부 비확산담당 부차관보 대행을 지낸 피츠패트릭 소장은 22일 VOA와의 전화통화에서 폼페오 장 관이 북한을 방문해 비핵화의 정의를 명확히 하고 검증을 요구하는 등 압박을 가할 것으로 내다봤습니 다. 아울러 폼페오 장관이 핵무기와 미사일 운반체계, 그리고 생화학무기를 포괄적으로 다루는 비핵화에 대한 뜻을 북한에 여러 차례에 걸쳐 명확히 했다고 설명했습니다. 그러나 미국이 평화협정 등을 논의하 는 데 동의하지 않으면 이런 구체적인 내용을 다루지 않겠다는 게 북한의 주장이라며, 그런 입장을 내 세워 폼페오 장관을 압박할 것이라고 내다봤습니다. 피츠패트릭 소장은 북한이 과거보다 다소 진전된 모습을 보일 것이라는 신호는 있지만 폼페오 장관의 방북이 이전 방북보다 훨씬 더 성공적이지는 않을 것 같다고 말했습니다. [녹취: 피츠패트릭 소장] “I don’t expect that this visit will be too much more successful than his previous visits although there have been some indications that North Korea is willing to go little bit further than it has gone before. I expect that whatever the result, Secretary Pompeo will declare it as success because that is what Secretary of State do. They don’t go places and say it was failure. They try to claim success. There may be some success.” 게리 세이모어 전 백악관 대량살상무기담당 조정관은 이미 북한이 거절한 기존 제안을 들고 북한을 방문하는 것은 시간 낭비라고 지적했습니다. [녹취: 세이모어 전 조정관] “I think from the Pompeo’s stand point, I think it would be a waste of time for him to go back with the same proposals, because North Korea clearly has rejected it. So I think for him, if he has new proposal, he can talk to Chinese, ROK and lined them up to support a new proposal. That would put more pressure on KJU to accept it or to make counter proposal. [녹취: 세이모어 전 조정관] “Well I think that the first step is that U.S Washington has to make the decision whether it is going to continue to insist North Korea sacrifices or surrender a large portion of nuclear weapons or whether it is prepared to accept more modest, but nonetheless important result. I don’t know, I am sure there is debate in the administration.” 이어 미 행정부 내에서 현재 이런 논의가 이뤄지고 있을 것이라며 핵 물질과 미사일의 추가 생산 금지 를 대안으로 제시했습니다. 피츠패트릭 소장도 핵.미사일 실험 동결을 천명한 북한이 그 일환으로 핵물 질 생산 동결에 동의하는 것은 좋은 일이 될 것이라고 말했습니다. [녹취: 피츠패트릭 소장] “I think it will be very good indeed North Korea would agree to freeze fissile material productions that should be part parcel of the self-declared moratorium on nuclear and missile tests. Freeze on production of fissile materials has an additional complication in that it can’t be easily verified by national technical means, it needs on-site inspection, and North Korea has been reluctant to allowing such inspection.” 그러나 핵 물질 생산 동결에 합의해도 현장 사찰이 이뤄지지 않는 이상 검증할 수 없다며 북한이 이런 조사를 꺼려왔다는 한계를 지적했습니다. 미 터프츠 대학의 이성윤 교수는 폼페오 장관이 150일 동안 네 번째 방북하는 것이라며 이는 미-북 정상회담 이후 결과를 만들어내는 데 대한 트럼프 행정부의 불안감을 보여준다고 말했습니다. 그러나 북한은 움직이지 않을 것이라며 북한이 트럼프 대통령과 만난 이유는 핵 준비태세를 완성하기 위한 시 간과 돈을 벌기 위해서라고 지적했습니다. 그러면서 북한은 현재까지 매우 작은 조치만 보여줬다며 북한이 중지한 핵과 미사일 실험은 어차피 유엔 안보리 결의 위반이라고 설명했습니다. 또한 북한은 노후화된 핵 실험장을 폐기하고 애초에 억류 되지 않았어야 했던 미국인들을 풀어줬으며 미군 유해 수십 구를 65년이 지난 후에야 돌려줬다고 비판 했습니다. 그러면서 북한은 이런 연극을 통해 평화와 비핵화라는 환상을 만들어냈다고 덧붙였습니다. 아울러 미 국은 자신이 직접 판 구멍에 더욱 깊이 빠질 것이며 결국 평화 선언에 동의하게 될 것이라고 내다봤습 니다. 또한 이는 북한이 주한미군 철수 문제를 결정하는 데 있어 유리한 위치를 선점하게 할 것이라고 우려했습니다.
