 주한미군 2만2000명 미만 감축 불가 美 국방수권법 상원 통과

주한미군 병력을 2만2000명 밑으로 줄일 수 없도록 하는 내용을 담은 ‘2019 회계연도 국방수권법
(NDAA)’이 미국 상원 본회의를 통과했다. 이 법안은 상하원 협의회가 조율을 거쳐 마련한 최종안으로, 
도널드 트럼프 대통령이 서명하면 법안은 효력을 갖게 된다. 

상원은 이날 본회의에서 7160억달러(약 801조원) 규모의 국방 예산안을 책정한 NDAA 최종안을 의결
했다. 상원은 이날 NDAA를 찬성 87대 반대 10으로 가결했다.

NDAA는 의회 승인 없이 주한미군 병력을 2만2000명 미만으로 감축할 수 없도록 하고, 주한미군 철수
를 위해서는 반드시 의회 승인을 받도록 했다. 또한 트럼프 행정부가 북한 핵 관련 보고서를 의회에 제
출하도록 했다. 특히 상당 규모의 철수는 북한의 ‘완전하고 검증가능하며 불가역적인 비핵화’(CVID)와 
관련해 협상 불가 대상이라고 명시했다. 법안은 도널드 트럼프 행정부가 북한 핵무기 프로그램의 세부 
내용은 물론 앞으로 북한과 맺을 핵 합의 이행상황에 관한 검증 평가를 의회에 의무적으로 보고하도록 
하는 내용도 담았다. 


이 법안에는 이란과 북한 등과 불법으로 교역한 중국 2위 통신장비업체 ZTE를 제재하는 내용도 담겨있
다. 또 외국인 투자가 미국 국가 안보에 영향을 미치는 지 심사하고, 인수·합병 등을 검토하는 기구인 
외국인투자심의위원회(CFIUS)의 권한을 강화했다. 최종안의 내용이 당초보다 제재 강도가 약화돼 일
부 의원이 불만을 표한 것으로 알려졌다.
