미사일 전문가들 “엔진 시험대 해체 미사일 동결 증거 아냐”

미사일 전문가들은 북한 서해 미사일 시설에서 해체 작업이 이뤄지고 있다는 최근 위성 판독 결과에
큰 의미를 부여하지 않았습니다. 해당 엔진 시험대는 미사일 발사의 핵심 요소도 아니며 북한이 미사일
생산을 동결했다는 증거가 될 수 없다는 분석입니다. 김영남 기자가 취재했습니다.
미국의 북한 전문 웹사이트인 ‘38노스’는 위성 사진을 토대로 북한이 평북 동창리에 위치한 서해 위성
발사장의 핵심 시설을 해체하기 시작했다고 주장했습니다. 북한이 액체연료를 이용한 대륙간탄도미사
일(ICBM) 엔진 분출 시험을 실시한 ‘수직 엔진 시험대’와 ‘로켓 운반용 구조물’을 해체하기 시작했다는
점을 근거로 들며 “이 시설은 북한의 ICBM 기술 개발에 중요한 역할을 해왔다”고 전했습니다.
하지만 미사일 전문가들은 북한이 실험장의 핵심 시설을 “해체하기 시작했다”고 평가하는 것은 무리
라고 지적했습니다. 최근 북한의 비밀 핵 시설 ‘강선’의 위치를 위성 사진으로 추정한 핵.미사일 전문가
제프리 루이스 제임스 마틴 비확산센터 동아시아 담당 국장은 북한이 시험대를 해체하기 시작했다는
분석에는 동의했습니다. 하지만 이를 미사일 시설 자체를 해체하는 것으로 볼 수는 없다고 말했습니다.
[녹취: 루이스 국장] “They are accurate that they are dissembling the test stand but it doesn’t
tell you that it is disarmament. It is a good faith gesture.”
이어 북한의 이런 행동은 미국에 선의를 보여주는 행동이 될 순 있겠지만 하나의 로켓 운반용 구조물
이 해체되는 것은 미사일 발사에 핵심 요소가 아니라고 강조했습니다.
[녹취: 루이스 국장] “One building at the launch pad is being removed but it is not a building
that is essential for the launch.”
루이스 국장은 또 북한의 이번 조치로 ICBM 생산이 중단된 것인지도 실제로 검증되지 않는다고 설명
했습니다.
[녹취: 루이스 국장] “it doesn’t matter it is just the gesture of good will it doesn’t actually
verifying they are not producing ICBM and of course North Koreans are not flying testing the
missile so I am not sure if they need to do static engine test involving liquid fuel engine like that.
So it is the gesture but it doesn’t verify that they are not producing ICBM.”
북한은 추가 미사일 실험을 하지 않고 있기 때문에 액체 연료 엔진을 시험할 필요가 있는지도 모르겠
다는 겁니다. 독일 ST 애널리틱스의 미사일 전문가 마커스 실러 박사 역시 북한의 이번 조치는 대수롭
지 않은 일이라고 주장했습니다.
[녹취: 실러 박사] “Completely insignificant. They have not any need for it in the past so it is
more kind of gesture of good will. They already have that engine that they have never had to test
before, it doesn’t need to test it now. So there is actually no point of dismantling the old thing.”
북한은 과거에도 이런 시험대를 필요로 하지 않았으며 이는 선의의 행동에 불과하다는 겁니다. 북대
서양조약기구(NATO)와 독일 정부 등에 미사일 관련 자문을 해온 실러 박사는 북한은 이 시설에서 단
두 차례의 실험을 거친 엔진을 사용해 화성-12, 14, 15형 발사에 잇따라 성공했지만 실제로 엔진을 개
발하기 위해서는 수백 번에서 수천 번의 실험을 거쳐야 한다고 말했습니다.
[녹취: 실러 박사] “Well if you develop an engine you have to test 100s of times, perhaps 1000s
of times. North Korea has tested that engine twice. So they can’t have developed it. So if they
just need two tests to fly it on the ICBM they must have gotten it from somewhere else, which
was already developed. So they don’t need that test stand anyway.”
아울러 단지 두 차례의 엔진 실험 이후 ICBM을 발사한다는 것은 이미 개발된 미사일을 다른 곳에서
넘겨받았음을 시사한다고 주장했습니다. 그렇기 때문에 북한은 엔진 시험대가 어차피 필요 없다는 설
명입니다. 특히 실러 박사는 서해 발사장이 미사일 핵심 시설이라는 일각의 주장과 달리 위성 발사에
사용된 곳이라는 점을 상기시켰습니다.
[녹취: 실러 박사] “Track records show that it was used for satellite launches. The Eunhas were
launched from that site, the satelites that were low earth orbits were all launched from that site.”
북한이 위성으로 주장하는 ‘은하’나 저궤도 위성들은 모두 서해 위성 발사장에서 발사됐다는 설명입
니다. 루이스 국장 역시 서해 발사장은 위성 발사에 사용된 곳이라며 발사대를 지탱하는 갠트리 철탑
역시 제거되지 않았다고 지적했습니다.
[녹취: 루이스 국장] “It is for the satellite site, they have conducted satellite tests there. And they
haven’t taken down the gantry for the satellite test yet. Maybe they will but they haven’t done that
yet, so they could still launch the satellite there.”
북한은 이 시설에서 여전히 위성을 발사할 수 있다는 겁니다.
[녹취: 루이스 국장] “You don’t really need experts for this…this doesn’t verify that they are not
testing or producing ICBM. It is not a verification measure. You would actually need experts go
into the factory where they produce ICBM to verify that they are not producing more.”
이 정도로는 북한이 ICBM을 실험하거나 생산하지 않는다는 것을 검증하지 못한다는 겁니다. 그러면
서 사찰단이 필요한 곳은 ICBM이 실제로 생산되는 공장이라며 해당 시설을 방문해 추가 생산이 이뤄지
지 않는지 검증해야 한다고 덧붙였습니다. 실러 박사는 시험대 해체 작업에 국제사회 전문가들이 참가
했으면 좋았을 것이라면서도 북한은 절대 해외 전문가들을 초청하지 않을 것이라고 말했습니다.
