 日 국방비 2조원 추경 편성

방위력개선비 일본은 늘리고 한국은 자르고...

  일본 정부가 추가경정예산안에 2천억엔의 국방 예산을 편성했다.

 9일 아사히신문에 따르면 일본 방위성은 패트리엇 미사일 구입과 F15 전투기 성능 향상 등 장비 예산 1천 805억엔을 포함해 모두 2천 124억엔(약 2조 6천억원)의 국방 예산을 추가경정예산안에 포함했다.

 세부 주요 예산 항목을 보면 패트리엇3 미사일 도입, F15 전투기 4기 수리, 해상과 공중 경계감시 능력 향상을 위한 초계 헬리콥터 3기 도입, 중거리 지대공 유도탄 구입, 수송 헬리콥터 3대와 구난 헬리콥터 2대 도입 등이다.

 일본이 국방비를 추경 편성한 이유는 북한의 미사일 발사 등에 대응하기 위해 주요 국방 장비의 대규모 정비가 필요하다고 판단한 것으로 전해졌다.

 추경 편성과 관련해 방위성은 도입할 장비가 대부분 외국산이지만 라이선스 계약 등을 통해 일본 국내에서 70∼80% 정도를 생산하기 때문에 경기 부양에 도움이 된다고 주장하고 있다.

 일본은 과거 민주당 정권에서는 재무성이 국방비 증액에 반대했었다. 그러나 이번에 바뀐 자민당 정권은 국방비 증액에 제동을 걸지 않고 있는 것으로 알려졌다.

 또 방위성은 2013년도 일반 예산안에서도 국방비를 1천 200엔(약 1조 4천600억원) 정도 증액한다는 방침을 내놓고 있다. 이렇게 될 경우 11년만에 국방비가 늘어난다.

 그러나 우리의 경우 2013년 국방예산이 2012년 대비 4.2% 증액된 34조 3453억원으로 늘어났지만 이는 이즈스함 KDX-3 추가확보를 위한 착수금 10억, 차기열상 감시 장비 53억, 남수단 파병비용, 병사월급 인상 등으로 올랐을 뿐  차기 전투기(FX), K-2전차, 대형공격 헬기(AH-X), 현무2차 성능개량, 해상 작전 헬기, 장거리 대잠어뢰 등에 관련한 방위력개선비 4009억원 정도의 규모가 삭감 됐다.(Konas)
