전원책의 보수이야기 ♥제366신 박근혜정부가 출범한 지 사흘이 지나고 있습니다
그런데도 여전히 국무총리 외엔 각료들을 임명하지 못하고 있습니다. 항해사도 조타수도 없이 배가 출항한 셈이 됐 습니다. 정부조직법 개정이 이루어지지 않아 몇몇 부처는 청문회 일정조차 잡지 못했습니다. 청와대는 더 이상합니다. 비서실장은 '대통령실장'으로, 경호실장은 '경호처장'으로 업무를 시작했지요. 임명장을 두 번 받는 이상한 모양새가 됐습니다. 국가안보실장은 청와대 회의에 참석하지도 못했지요. 현행법상 국가안보실이 없기 때문입니다. 보도사진을 보면 총리 임명장 수여 때 참석했더군요. 그나저나 유사시에 어떻게 대처해야 합니까? 행정 각부에는 조직과 예산이 확정되지 않아 업무가 중단되고 있습니다. 첫 국무회의가 열리지 못한 사태를 보면서 생각 있는 국민들은 불안하기 그지없을 겁니다. 어쩌다 일이 이렇게 되었지요? 지도자의 덕목 중엔 용인술도 있습니다. 용인술의 첫 번째는 좋은 인재를 알아보는 것입니다. 대통령의 '장고끝 각료 인선'이 좋은 결실을 맺기를 진심으로 바랍니다.
