전원책의 보수이야기 ♥제364신 좌파사회민주주의 민주사회주의는 보편적 복지를 추구합니다
좌파-사회민주주의, 민주사회주의는 '보편적 복지'를 추구합니다. (같은 좌파지만 리버럴과 이 점이 다릅니다) 그러나 복지를 보편적으로 확대한 결과 그 품질이 떨어지고 수요가 폭증하며 사회가 무기력해지는 폐단을 경험하면서 지금은 보편적 복지를 축소하고 있습니다. 사실 평등을 실현하려면 복지는 빈곤층에 집중하는 게 맞습니다. 그런데 좌파가 보편적 복지를 추구하는 이유는 따로 있습니다. 첫째 세금을 부담하는 중상류층의 복지에 대한 반감을 줄여 복지를 장기적으로 유지할 목적입니다. 둘째 보편적 복지를 통해 생활조건의 평등을 기할 수 있기 때문입니다. 셋째 무엇보다도 복지가 '보편적 권리'라는 인식은 집단주의가 가지고 있는 '공통의 시민권' 개념에 부합하기 때문입니다. 그래서 보편적 복지는 사회주의, 집단주의로 이행하는 중요한 수단이 됩니다. 한편 보편적 복지는 시민들에게 증세책임을 지우지요. 즉 좌파의 복지는 쉽게 말해 동료 시민들에게 요구하는 권리인 것입니다.
