 유엔 안보리 리비아에 비행금지구역 설정
 리비아 국민 보호 위한 군사조치 승인.

 UN 안보리가 독재자 카다피의 自國民 학살을 저지하기 위한 군사개입을 골자로 하는 결의안을 한국 시간으로 18일 오전 7시30분쯤 가결했다. 
 
 이번 결의안에는 리비아 국민을 보호하기 위해 필요한 모든 조치를 수행하는 것을 UN이 허용한다고 되어 있으며, 이에 따라 리비아 상공에 대한 비행금지구역을 설정했다. 인도적 지원을 위해 허가된 항공기 외에 어떤 비행기도 이 지역을 통과할 수 없다. UN이 지정한 군대는 이를 어긴 비행기를 격추할 권리를 갖는다. 
 
 이번 결의안은 카다피 정권의 制空權을 사실상 박탈하는 것이어서 리비아 內戰은 새로운 局面을 맞게 됐다. 카다피 정권은 制共權의 우위를 바탕으로 시민혁명군을 압박했다. UN 안보리의 결의안은 찬성 10표, 기권 5표로 통과됐다. 기권한 5개 국가에는 중국과 러시아가 포함돼 있으며, 미국과 프랑스, 영국 등은 찬성표를 던졌다. 
 
 비행금지구역을 설정한 뒤 미군이 작전에 들어가는 데는 1주일 이상 걸릴 것이라고 한다. 한편 안보리 결의안 소식이 전해지자 벵가지 시민들은 爆竹을 터트리면서 환호하였다. 비행금지구역을 관리하는 데 투입될 전투기는 너무 빨라 카다피軍의 헬기를 격추하는 데는 적당하지 않으며 카다피 陸軍의 前進은 막지 못하게 되어 있다. 하지만 反軍들에게 주는 심리적 효과는 클 것으로 보인다. 이 결의안에 따라 反軍에 무기를 대주는 것이 가능해진 듯하다.
