1883년 미국에 보빙사(報聘使)로 갔다가 돌아온 민영익(閔泳翊)을 비롯하여 개화파인 홍영식(洪英植), 서광범(徐光範), 변수(邊燧) 등이 국가 근대화를 위해서 근대학교를 설립해야 한다고 주장했다. 미국에서 헐버트 길모어 번커 등 3명의 교사가 옴으로써 1886년 9월 23일에 육영공원(育英公院)이 개교했다. 

육영공원(育英公院)은 젊은 영재를 기르는 공립학교라는 의미이다. 정동에 설립했으나 1891년 전동으로 이전했다

 
.학생은 현직 관료 가운데 젊은 사람을 선발하여 좌원반(左院班)을 만들고, 양반 자제 가운데 총명한 자를 선발하여 우원반(右院班)으로 하여 두 학급 35명을 두었다. 교수들은 미국인들을 초청했다.
