 “소득수준 낮을수록 흡연율 높다…담배값 인상 반대”

최근 정부가 흡연실태조사를 발표하면서 담배값 인상을 시사한 가운데, 국회 보건복지위 법안심사소위원장인 한나라당 신상진[사진] 의원이 담배값 인상을 강하게 반대하고 나서 주목받고 있다. 
  

보건복지부는 ‘2010년 상반기 흡연실태조사’를 발표하면서 올해 흡연율 목표인 30%에 크게 못 미치는 42.6%를 기록함에 따라 비가격정책과 함께 가격정책도 추진되어야 한다고 주장한 바 있다. 

  
이에 대해 신 의원은 “서민경제가 아직도 어렵고, 경기불황이 장기화되고 있는 상황에서 담배값을 올리면 서민 부담만 가중될 것”이라며 “비가격정책(지자체 금연조례 제정에 따른 금연구역확대, 발암성 물질 경고문구 표시, 보건소 금연클리닉 등)이 시행된 지 불과 1~2년 밖에 되지 않아서 실효성 여부를 따지기에는 이르다”고 가격인상에 대한 반대 입장을 밝혔다.
  
아울러, “담배값 인상은 법률 개정을 통해서만 이루어질 수 있기 때문에 국회에서 결정할 사항이지, 행정부가 독자적으로 추진할 사항이 아니다”며, 행정부 개입불가에 못 박기도 했다.
