 OECD국가 대부분 녹색 경기부양책 집중
 레플레브 OECD행정관 "환경과 성장은 배타적관계 아니다""에너지 고효율 제품에 대한 조세혜택 등 효과 지속될 것"

"OECD 회원국 대부분이 녹색성장에 도움되는 경기부양책을 쓰고 있다." 과학기술정책연구원(STEPI)은 지난 10일 서울 신대방동 전문건설회관에서 열린 녹색기술 혁신 현황과 전략 세미나에서 자비에르 레플레브 OECD 환경국 책임행정관이 이같이 밝혔다고 12일 전했다.

레플레브 행정관은 주제 발표에서 "OECD회원국들이 현재 위기상황에서 추진하고 있는 경기부양책들에 대한 환경영향 평가의 결과, 대부분의 국가들이 녹색성장에 도움이 될만한 경기부양책을 수행하고 있었다"면서 "무엇보다도 큰 비중을 차지하고 있는 국가의 인프라에 대한 투자에서 에너지의 지속가능성과 효율성이 강조되고 있는게 눈에 띄었다"고 말했다.

그는 특히 "에너지 효율이 높은 기기에 대한 조세혜택등의 조치는 경기가 활성화 되고서도 그 효과가 지속될 것"이라며 "현재의 위기는 환경에 피해를 주는 정책을 개선할 수 있는 기회가 될 수 있다"고 분석했다.

레플레브 행정관은 "올해 6월 OECD의 경제, 금융 장관들이 녹색성장에 대한 선언서를 승인했다"면서 "녹색(Green)과 성장(Growth)은 상호배타적인 관계가 아니라 서로 맞물려 있는 것이라는 내용의 이 선언서는 법적인 구속력은 없으나 국제사회가 녹색성장을 위해 함께 노력해야 한다는 것에 OECD국가들의 합의가 이뤄졌다는 걸 보여준다"고 강조했다.
