美 미사일방어청장 “韓日 지소미아 연장해야 최적 방어 제공”

미국의 미사일방어청장이 한일 군사정보보호협정이 유지돼야 미사일 위협에 대한 최적의 방어를 제공
할 수 있다고 밝혔습니다. 최근 쏜 북한의 중거리 미사일에 대해서는 다양한 운반 체계 개발 움직임을
주시해야 한다고 평가했습니다. 김동현 기자가 취재했습니다.
존 힐 미사일방어청장은 한일 군사정보보호협정(GSOMIA)이 유지되지 않더라도, 미사일 방어 운용은
가능하지만, 최적의 선택은 아니라고 밝혔습니다.
[존 힐 청장] “Can you operate in a world where there's a bilateral between the US Japan and US and
the ROK? You could do that. It's not optimal. So yes, I would love to live in a world to where both
Japan and South Korea can come to their differences and we can, you know, open up the, the data to
openly share with them”
힐 청장은 7일 국제전략문제연구소 CSIS가 주최한 강연에서 한일 지소미아 연장이 미사일 방어 역량
에 미치는 영향을 묻는 VOA 기자의 질문에, “양국이 서로의 입장 차이를 극복하고 정보를 공유하기를
희망한다”며 이같이 답했습니다. 다만 “지소미아가 유지되지 않더라도 다른 수단이 있다고 말했습니다.
한국군과 일본 해상자위대가 보유한 탄도미사일 방어 능력은 서로 상이하기 때문에 당장의 영향은 미
미하다”는 설명입니다. 힐 청장은 그러나 그런 역량이 동등해지면 정보 공유 관점에서 훨씬 큰 문제가
된다”고 설명했습니다.
[존 힐 청장] “But there are obviously ways to work around it. The capabilities in the Japanese Navy,
for example, for ballistic missile defense, and what's in the republic of Korea's Arsenal, from naval
perspective, they're different anyway. So given those differences, there's probably a minor effect today.
But once they get on parity, then it becomes a larger issue in terms of data sharing.”
힐 청장은 미사일 방어체계가 나아갈 방향은 동맹국들과의 정보 공유와 해상 연계성이라며, 매년 북
대서양조양기구(나토) 8개국과 함께 실시하는 합동훈련 ‘가공할 방패 (Formidable Shield)를 대표적인
사례로 들었습니다.
[존 힐 청장] “If you can establish that sort of maritime connection, and then extend that into the
terrestrial based and NATO links, that now you've got something that is more than just a singular Navy,
trying to deal with, you know, pretty tough threatening that area. Now you've got numbers, and you've
got interoperability. And that's the path.”
연합훈련 대상국들의 해상 연계성이 지상 배치 요격체계 등과 연결된다면, 단일 개체의 해군보다 역
내 위협에 대응하는데 효과적이라는 설명입니다. 한편, 힐 청장은 한반도의 미사일 방어는 매우 어려운
환경에 직면해 있다면서, 북한의 미사일 공격에 대비해 사드와 패트리어트 등 다양한 미사일 체계의 통
합성을 추진하고 있다고 설명했습니다.
[녹취 : 존 힐 청장] “That is a tough environment out on the Peninsula. We worked initially with
General Brooks now with General Abrams out there in theater to do that integration. Integration wasn’t as
easy as most people might think”
힐 청장은 최근 주한미군 연합긴급작전요구에 따라 알래스카에서 원격 발사를 시험했다며, 발사대가
포대에서 분리돼 전진 배치가 가능케 함으로써 전투 공간의 확장을 꾀하고, 패트리어트 체계가 고고도
미사일방어체계, 사드의 정보와 상호 통합돼 통합전투사령부에 상당한 유연성을 제공하게 될 것이라고
설명했습니다.
[녹취 : 존 힐 청장] “We laid down the priorities that we need to do for USFK. And that is going along
well, we have had a remote launcher test. And so if you can separate the launchers from the battery and
move that out forward as expanding your battle space, it's almost like an engage on a remote kind of
capability. Could you move the battery out further gives Combatant Command again, lots of lots of
flexibility. If you can then launch a Patriot missile using THAAD data and vice versa, that is the path
we're going down we've gone through a couple of those tests. So far, we have one or two more to go
before we can declare capability material release with the army”
또한 사드와 패트리어트 체계의 통합 운용이 실제 현실화되기까지 2~3차례 시험이 더 남았다며, 주한
미군뿐 아니라 다른 미사일 방어체계에도 확장 적용할 것이라고 예고했습니다.
한편, 북한이 지난 2일 바다에서 쏜 미사일에 대한 평가를 묻는 질문에 대해서는 “정보 당국의 소
관”이라면서도 시간이 흘러 잠수함탄도미사일 개발이 완료된다고 할지라도, 미국과 동맹의 잠수함 전
력 등으로 충분히 억제 가능하다고 믿는다”고 답했습니다.
[녹취 : 존 힐 청장] “Also I have high faith in the US. And the allies submarine forces that if something
like that were to emerge over time that we'd be able to hold it back. So I'm less concerned about the
platform, I think it's.. but the message to take from that is, they are trying lots of different ways to not
only launch, but to deliver that kind of capability. And so we need to keep an eye on it and continue to
assess that to make sure the architecture is in place to deal with it.
그러나, 북한이 발사뿐만 아니라 다양한 운반체계 개발에 집중하고 있다는 점을 주시하고, 이와 관련
한 방어 체계가 제대로 작동하는지 계속 평가해야 한다고 강조했습니다. VOA 뉴스 김동현입니다.
