‘한국 선박 대북 제재 위반’ 美 국무부 “독자적 조치” 압박

미국 국무부는 북한이 남포항 등을 통해 석탄을 불법 수출하고 있다는 관측과 한국 정부가 유엔 안전보장
이사회 대북 제재를 위반한 한국 국적 선박을 억류하고 있다는 보도와 관련, 제재 이행 원칙을 강조했다.
제재 위반 국가나 단체에 대해서는 독자적 조치를 취할 것이라고 압박했다.
미 국무부 대변인은 2일(현지 시각) 자유아시아방송(RFA)에 "우리는 금지된 활동을 하거나 제재 회피를
돕는 단체에 대해 주저하지 않고 독자적 조치를 취할 것"이란 입장을 밝혔다. 또 "북한이 비핵화를 할 때
까지 대북 압박 캠페인을 계속할 것"이라며 대북 압박 원칙을 재확인했다.
앞서 1일 미국의 북한 전문 매체 38노스는 ‘북한의 석탄 공급망 활동 사진’ 보고서를 내고 지난달 북한이
남포항과 나진항 등을 통해 석탄을 불법 수출한 정황을 포착했다고 밝혔다. 북한산 석탄은 2017년 8월 채
택된 유엔 안보리 대북 제재 결의 2371호에 따라 금수 품목으로 지정돼 있다.
이와 별도로 한국 국적 선박이 북한 선박에 석유 제품을 옮겨 실은 선박 간 불법 해상 환적 혐의로 지난해
10월부터 부산항에 억류 중인 것으로 알려졌다.
