 美국무부 미국 기업은 북한과 엮이지 말라

"中업체, 北업체와 하도급 계약… 北강제노동과 연루 안되게 조심"

미 국무부가 미국 기업들에 북한과 거래하지 말 것을 경고했다고 미국의소리(VOA)방송이 20일(현지 시
각) 보도했다. VOA에 따르면 국무부 민주주의 인권노동국은 지난 19일 발표한 자료에서 "미국 기업들이 
북한의 강제 노동을 이용한 제품의 조달과 유통·판매 등에 연루되지 않도록 노력하고 있다"고 했다. 그러
면서 지난 7월 발령된 '북한과 연계된 공급 체인(supply chains)을 가진 기업들의 제재 위험 주의보'를 예
로 들었다. 이 주의보는 국무부·재무부·국토안보부가 합동으로 발표한 것으로 당시 국무부는 한글로도 이 
주의보를 번역해 홈페이지에 올렸다.

이 주의보는 중국 업체가 북한의 하도급 업체와 계약을 맺고 의류를 생산한 사례를 들면서 상품의 하도급 
계약이 북한과 맺어졌는지를 꼼꼼히 살필 것을 권고했다. 또 무연탄 등 광물 자원이 시장가보다 훨씬 쌀 
경우 북한산으로 의심하고, 제3국 업체로 위장한 북한의 IT(정보기술) 기업들도 조심해야 할 대상으로 분
류했다. 실제 미국의 월마트는 지난해 10월 자신들이 수산물을 수입해온 중국의 업체가 북한 종업원을 고
용했다는 것을 알고 수입을 중단하기도 했다.
