빌링슬리 美 재무차관보 “對北제재에 모든 역량 동원할 것”
"국제사회의 광범위한 대북 경제제재로 북한의 기존 국가수익(revenue)이 40~50% 가까이 줄어든 것

앵커:미국 재무부의 마셜 빌링슬리 차관보는 북한이 비핵화할 때까지 최대한의 대북제재가 유지될 수
있도록 북한과 관련 국가들의 제재위반 행위에 대해 철저히 감시하겠다고 밝혔습니다. 김소영 기자가
보도합니다.
26일 연방 하원 금융서비스위원회가 주최한 청문회에 출석한 빌링슬리 차관보는 중국, 러시아와 북한
간 불법 거래나 환적 행위 등에 대해 면밀히 주시하고 있다며, 제재 위반 사실이 확인되는 대로 즉각 조
치를 취하고 있다고 말했습니다.
빌링슬리 차관보: 러시아의 대북제재 위반자들을 제재 대상으로 지정해야 할 때 우리는 가장 효과적
이고 신속한 목표 달성을 위해 우리가 갖고 있는 법적 권한이나 행정 명령을 사용합니다. (When we
have a target we want to designate, like I mentioned sanctions evaders in Russia for the North
Korea sanctions, we want to use whatever the legal authority or executive order we have to get
the target most efficiently and most rapidly.)
그는 최근 몇 달 동안 몇 차례에 걸쳐 대북제재를 위반한 중국과 러시아 기업, 북한인들을 추가 독자
제재 대상으로 지정한 사례를 소개하며 이같이 밝혔습니다.
빌링슬리 차관보는 이날 청문회 모두 발언에서도 “미국은 제재 프로그램을 통해 유엔 안전보장이사회
의 금지명령을 무시하고 북한의 불법 행위를 계속 가능하게 하는 제3국 개인과 회사에 계속해서 책임을
물을 것”이라고 강조했습니다. (We will continue to hold third-country individuals and entities
accountable through our sanctions programs where they flout UN Security Council prohibitions
and continue to facilitate the DPRK’s illicit activities.)
그는 북한의 불법 환적행위를 포함한 위장 운송행위 적발에 특히 집중하고 있다고 강조했습니다. (We
are very focused on North Korea’s use of deceptive shipping practices to evade sanctions,
including ship-to-ship transfers.)
대북제재가 이행되는 동안 러시아가 북한 노동자에 신규 노동허가증을 발급했다는 보도와 관련해 빌
링슬리 차관보는 “러시아는 유엔 안보리의 대북제재를 적극적으로 이행하지 않고 있다”며 “이에 대해
여러 번 러시아에 경고했고, 이 사안을 면밀히 주시하고 있다”고 말했습니다.
빌링슬리 차관보는 국제사회의 광범위한 대북 경제제재로 북한의 기존 국가수익(revenue)이
40~50% 가까이 줄어든 것으로 추산한다며, 이는 북한 정권에 엄청난 압박을 가하고 있다고 설명했습
니다.
한편 청문회에 참석한 앤디 바(켄터키∙공화) 하원의원은 대북제재가 김정은 북한 국무위원장
을 협상
장으로 이끌었다는 점은 인정하지만 여전히 완전하고 검증가능하며 되돌릴 수 없는 비핵화에 대한 북
한의 이행과정을 보지 못했다며 최대한의 대북 압박을 유지해야 한다고 주장했습니다.
