국무부 “남북관계 개선 핵문제와 별개로 진전 안돼…비핵화 실패하면 제재 유지”

미국 국무부는 남북한이 다음달 평양에서 정상회담을 열기로 한 데 대해 남북관계와 비핵화를 분리해
서 다뤄선 안 된다는 입장을 밝혔습니다. 미국이 ‘선비핵화’ 요구에 집착한다는 북한의 비난에는 비핵
화 약속은 김정은 위원장이 한 것이라고 반박했습니다. 백성원 기자가 보도합니다.
국무부는 문재인 대통령의 말처럼 남북관계 개선과 북한 핵 프로그램 문제 해결은 별개로 진전될 수
없다고 강조했습니다.
[국무부 관계자] “As President Moon stated, “the improvement of relations between North and
South Korea cannot advance separately from resolving North Korea’s nuclear program.”
국무부 대변인실 관계자는 13일, 남북한이 9월 중 평양에서 제3차 남북 정상회담을 개최하기로 합의
한 데 대한 VOA의 논평 요청에 이같이 답했습니다. 또 미국은 북한에 대한 일치된 대응과 관련해 한국
과 긴밀히 접촉하고 있다고 말했습니다.
[국무부 관계자] “We are in close contact with the Republic of Korea about our unified response
to North Korea.”
남북한은 이날 고위급 회담을 열고 정상회담 합의 사실을 담은 공동보도문을 발표했습니다. 판문점
선언의 이행 상황을 점검하고 보다 적극적으로 실천해 나가기 위한 문제를 협의했다는 내용 등이 담겼
습니다.
그동안 미국 정부는 북 핵 문제가 해결돼야 남북관계 개선도 가능하다는 입장을 유지해왔습니다. 존
볼튼 보좌관은 지난 5일 ‘폭스뉴스 선데이’에 출연해 남북협상에 많은 관심이 쏟아지고 있고 추가 협상
이 검토되고 있지만, 이는 그들에게 중요한 것이지 미국의 우선순위가 아니라고 선을 그었습니다. 그러
면서 미국의 우선 순위는 비핵화라고 거듭 강조했습니다.
[볼튼 보좌관] “There's a lot of interest in inter-Korean negotiations. They are looking at further
discussions there. That's important to them. That's not our priority, though. Our priority is North
Korean denuclearization.”
앞서 캐티나 애덤스 국무부 동아시아태평양 담당 대변인도 지난 4월 18일 한반도 정전협정 체제를 평
화체제로 바꾸는 방법과 가능성을 검토하고 있다는 한국 청와대 고위 관계자의 발언에 대한 VOA의 논
평 요청에, 미국은 개선된 남북관계를 지지하지만, 문재인 한국 대통령의 말처럼 남북관계 개선은 북한
핵 프로그램 해결과 별개로 진전될 수 없다고 답한바 있습니다.
[캐티나 애덤스 대변인] “We support improved inter-Korean relations, however as President
Moon has stated, “the improvement of relations between North and South Korea cannot advance
separately from resolving North Korea’s nuclear program.”
한편 앞서의 국무부 관계자는 북한이 최근 미국의 ‘선비핵화’ 요구와 대북 제재 강화 움직임을 비판한
대해, 비핵화 약속은 김정은 국무위원장과 북한이 재확인한 것이라고 지적했습니다.
[국무부 관계자] “Chairman Kim has, and the DPRK has recently, reconfirmed its commitment to
denuclearization. It is Chairman Kim’s commitment to denuclearization, upon which the world is
focused. We remain confident that the promises made by President Trump and Chairman Kim will
be fulfilled.”
김 위원장이 비핵화하겠다고 약속했고, 여기에 전 세계가 집중했다는 설명입니다. 그러면서 미국은
트럼프 대통령과 김 위원장의 약속이 지켜질 것으로 확신한다고 덧붙였습니다.
북한 외무성 대변인은 10일 담화를 통해 미국이 일방적인 선 비핵화 조치를 고집하고 있으며, 북핵과
관련된 '모략자료'를 꾸며내 대북제재를 강화하려고 한다고 주장했습니다. 국무부 관계자는 이에 대해
미국과 동맹국들은 최종적이고 완전히 검증된 북한의 비핵화라는 공동 목표에 전념하고 있다며, 지금
당장은 비핵화에 집중하고 있다고 강조했습니다.
[국무부 관계자] “The United States and its allies are committed to the same goal - the final,
fully verified denuclearization of North Korea, as agreed to by Chairman Kim Jong Un. Our focus
right now is to make these negotiations successful.”
이어 북한이 비핵화하지 않는다면 제재는 그대로 유지될 것이라는 점을 거듭 분명히 했습니다.
[국무부 관계자] “Sanctions will remain in full effect should North Korea fail to denuclearize.”
또 북한과 관련해 이 순간까지 오게 된 건 국제사회가 유엔 안보리 결의들을 완전히 이행했기 때문이
