 유엔 스위스에 北 인권 정보 증거 보존소 설치
 

유엔 프로그램계획예산국(OPPBA), 북한인권 결의안과 관련한 보고서 발표

 북한 정권의 인권 유린에 관한 정보와 증거 보존소가 스위스 제네바에 설치된다.

 제34차 유엔 인권이사회에서 채택된 북한인권 결의안에 따라 새로 설치되는 독립적인 ‘증거보존소’가 
스위스 제네바에 설치될 것이라고 미국의 소리(VOA) 방송이 31일 보도했다.

 VOA 방송에 따르면, 유엔 프로그램계획예산국(OPPBA)은 올해 북한인권 결의안과 관련해 인권이사회 
사무국에 제출한 보고서에서 이같이 밝혔다.

 특히, 보고서는 유엔 인권최고대표사무소와 서울사무소의 역량을 강화하라는 결의안 내용을 이행하기 
위해 제네바와 서울에 총 6명의 인력이 더 필요하다고 밝혔다.

 구체적으로 보고서는 “북한의 인권 유린에 관한 정보와 증거를 분석할 고위급 전문가로는 국제법에 
따라 범인을 수사하고 기소하면서 이를 위한 전략을 개발한 경험이 최소 15년인 전문가가 필요하다”고 
설명했다.

 또, 보고서는 “이 고위급 전문가는 출신국에 상주하면서 서울과 제네바를 오가며 활동할 것”이라고 부
연했다.

 아울러, 보고서는 제네바의 인권최고대표사무소에 증거보존소 신설을 담당하고 정보와 증거를 통합, 
보존하는 일을 담당할 최소 7년 경력의 법률 담당관 1명과 실무를 담당할 최소 5년 경력의 정보관리 담
당관 1명이 필요하다고 밝혔다.

 이와 함께, 서울사무소에는 국제형사제도 전문가 1명과 한국 형사법 전문가 1명, 그리고 한국법 통역 
전문가 1명 등 3명이 더 필요하다고 밝혔다.

 한편, 보고서는 증거보존소 운영에 필요한 재정적 부분도 언급했다. 앞으로 2년 동안 증거보존소를 운
영하고 6명의 인력이 활동하는데 총 178만 달러가 필요할 것이라고 밝혔다.

 앞서 유엔 인권이사회는 지난 24일 채택한 북한인권 결의안에서 북한의 인권 유린에 대한 책임 규명과 
처벌을 위해 앞으로 2년 동안 서울사무소를 비롯한 유엔 인권최고대표사무소의 역량을 강화하도록 결
정한 바 있다.(Konas)
