 러시아 대북 제재 대통령 명령 공개
 

핵 개발과 관련 있는 러시아 내 모든 북한 자산 동결

 블라디미르 푸틴 러시아 대통령이 지난 3월 유엔 안보리가 채택한 대북 제재 결의 2270호 이행을 위
한 대통령령에 30일 서명했다.

 러시아 정부가 '유엔 안보리 결의 2270호 이행 조치'로 명명한 대통령 명령 729호를 공개했다.
 
 30쪽에 달하는 대통령령 729호는 핵과 미사일 개발이나 군 작전능력을 직접 개선할 수 있는 프로그램
에 사용될 수 있는 물질과 기술, 장비의 이전과 판매 금지 등 세부 항목이 포함됐다.

 또 북한의 핵 개발과 관련이 있는 러시아 내 모든 북한 자산의 동결, 북한 은행이 러시아에 사무실을 
내는 것도 금지되며, 북한 영토에서 로켓 연료와 항공기 연료를 제공하거나 북한산 석탄이나 철광석을 
구매하는 행위도 제한했다.

 러시아 정부가 대북 사치품 수출 금지 규정도 대통령령에 포함함에 따라 미화 2천 달러가 넘는 시계와 
요트, 스노모빌이 금지품목에 포함됐고 수정 제품과 운동용품, 당구용품, 수영장 관련 물품도 금지 대
상에 포함됐다.

 이밖에 소형 화기와 경화기를 포함한 모든 무기의 수출과 무기 관련 기술 지원, 그리고 선박과 비행기 
임대도 금지 항목에 포함됐다.

 러시아 정부는 유엔의 대북 결의를 충실히 이행할 것이라고 여러 차례 밝힌 바 있으며, 이번 대통령령 
초안이 공개된 2016년 5월 무렵에 이미 북한과의 금융 거래를 중단한 것으로 알려졌다.

 하지만 식량과 의약품은 제재 대상에서 빠졌다.(konas)
