 최경환 정기국회때 종부세 당론 결정
 "과세기준 9억상향 조정, 한나라 당론 아니다"


한나라당 최경환 수석 정조위원장은 "현행 종합부동산세 보완대책을 이번 정기국회 때 종합적인 논의를 거쳐 방안을 마련할 것"이라고 밝힌 뒤 "과세기준 9억원 상향은 당론으로 정해진 바 없다"고 강조했다.

최 위원장은 25일 국회에서 열린 주요당직자회의에서 "종부세가 시행된 3년동안 1가구 2주택에 대한 세부담이 너무 과중해 한번에 급격히 늘어나든지 소득없는 고령자에게 세금을 부과하는 등 여러 문제가 제기되고 있다"고 지적하며 이같이 말했다.

최 위원장은 또 "개인 입법으로 종부세 기준을 6억원에서 9억원으로 올린다거나 개인별 합산으로 한다든지 하는 방안은 당론으로 정해진 것이 없다"고 말했다. 지난 22일 한나라당 이종구 의원은 종부세 과세기준을 9억원으로 상향조정하고, 세부담 상한선이 1.5배를 넘지 못하도록 하는 '종합부동산세법 개정안'을 국회에 제출했다. 

그는 이어 "일부 야당은 마치 이것이 한나라당 당론인 양 '한나라당은 부자를 위한 당'이라고 비난하는데 17대 때도 이와 유사한 개정법안이 개인 의원 발의로 제출된 적이 있다"고 반박하며 "야당 의원들도 개별적으로 이런 안을 내고 있기에 한나라당 당론과는 무관하다"고 강조했다. 

최 위원장은 "소득세 등 전반적인 감세 문제는 세수에 많은 영향을 끼치기 때문에 정기국회 때 면밀히 따져본 뒤 결정할 사안이지만 이명박 정부와 한나라당의 정책기조가 감세이므로 그런 민심이 반영될 수 있도록 하겠다"고 덧붙였다.
