 美 상·하원 ‘탈북고아 입양법안’ 발의
 북한인권법도 처리 못한 우리 국회 ‘머쓱’

북한을 탈출해 중국 등지를 떠돌고 있는 탈북 고아들의 미국 입양 등을 촉진하기 위한 법안이 미국 의회에 제출돼 아직까지 북한인권법 조차 통과시키지 못한 우리 국회를 머쓱케 하고 있다. 

  
에드 로이스(공화당·캘리포니아) 하원의원은 지난 8일(현지시간) ‘무국적 북한 어린이 지원 전략 개발 등에 관한 법안’을 제출했다. 

  
이 법안에는 미 정부가 무국적 상태의 탈북 고아 문제를 살피고, 가족 상봉추진 및 필요시 입양 주선 등의 노력을 기울이도록 하는 내용이 담긴 것으로 알려졌다. 

  
이에 앞서 상원에서도 리처드 버(공화당·노스캐롤라이나) 의원이 지난 2월 말 ‘2011 탈북난민 입양 법안’을 발의했다. 

  
상원에 제출된 법안도 미 국무장관으로 하여금 국적이 없는 상태로 중국 등지에 있는 탈북 고아들의 문제를 살피고, 가족상봉 추진 및 필요시 미국 입양 촉진 등의 종합적 전략을 수립할 것을 요구하는 비슷한 내용을 담고 있다. 

  
다만 지난해에도 같은 내용의 법안이 상·하원에 발의됐으나 특별한 심의 없이 폐기된 바 있어 통과 여부는 아직 미지수다. 

  
한편, 미 의회는 2004년에 북한인권법을 제정해 북한인권을 위한 적극적인 지원과 노력을 해오고 있다.
