北 美國이 식량 지원할 시 모니터링 수용할 뜻 밝혀
워싱턴의 한 외교 소식통, "北 당국이 지원 재개 요청…분배 감시 문제 긍정 검토하는 듯"

북한이 지난 2009년 분배 감시와 관련한 美北 간 견해차로 중단됐던 식량 33만t 에 대한 지원을 재개해 주도록 미국 정부에 요청한 것으로 알려졌습니다.
워싱턴의 한 외교 소식통은 31일 `미국의 소리’ 방송에, 북한 당국이 지원 재개를 요청하면서 분배 감시 문제에 대한 미국의 요구를 긍정적으로 받아들일 수 있다는 입장을 전달했다고 말했습니다.
美北 관계에 정통한 이 소식통에 따르면 북한은 분배 감시 문제와 관련, “미국이 만족할 정도로 모니터링 문제를 해결할 수 있다”는 뜻을 밝혔습니다. 북한은 그러나 자세한 사항은 협의를 해야 한다는 입장이라고 이 소식통은 덧붙였습니다.
이 소식통은 미국에 대한 북한 당국의 식량 지원 요청은 이미 몇 개월 전부터 이뤄져 왔다고 전했습니다.
미국 정부는 지난 2008년 5월, 북한에 대한 50만t의 식량 지원을 발표하고 그 해 6월부터 유엔 세계식량계획 WFP와 `머시 코어,’ `월드 비전’ 등 미국의 4개 비정부기구를 통해 모두 16만 9천 여t을 전달했습니다.
하지만 나머지 33만t 에 대한 지원은 한국어를 사용하는 분배 감시 요원 추가 배치 문제를 놓고 의견이 엇갈려 2009년 9월 전면 중단됐습니다.
