 “北 핵보유국 지위 가질 수 없다” 유엔총회 결의안 채택
 유엔이 결의안 통해 분명한 입장 밝힌 것은 처음, VOA 보도

북한이 핵 보유국 지위를 가질 수 없다고 선언하는 결의안이 지난해 말 유엔총회에서 채택된 사실이 뒤늦게 확인됐으며, 유엔총회가 결의안을 통해 북한의 핵 보유국 지위에 관한 분명한 입장을 밝힌 것은 이번이 처음이라고 '미국의 소리 방송(VOA)'이 24일 보도했다. 

VOA에 따르면, 유엔 총회는 지난 해 12월 채택한 결의안을 통해 북한을 핵 보유 국가로 인정할 수 없다고 분명하게 밝혔다. 

‘핵무기 전면 폐기를 위한 단일 행동’ 이라는 제목의 이 결의는 핵무기 없는 평화롭고 안전한 세계를 실현하기 위해 모든 유엔 회원국들이 실질적이고 효과적인 조치를 취할 것을 촉구했다. 

특히 북한과 관련, 유엔 안전보장이사회가 두 차례 핵실험에 대응해 채택한 대북 결의 1718호와 1874호의 이행이 중요하며, 북한은 핵 보유국의 지위를 가질 수 없음을  선언한다고 밝혔다. 

이는 핵확산금지조약 NPT 아래서 어떤 경우에도 북한을 핵 보유국으로 인정할 수 없다는 것이며 지난 2002년부터 매년 연말에 핵무기 전면 폐기에 관한 결의안을 채택해 온 유엔총회가 북한의 핵무기 보유국 지위에 관한 분명한 입장을 밝힌 것은 이번이 처음이다. 

VOA는 "핵확산금지조약은1967년 1월 1일 이전에 핵무기와 그 밖의 핵폭발 장치를 제조하고 폭발시킨 나라만 핵 보유국으로 인정, 여기에는 미국과 러시아, 영국, 프랑스, 중국 등 5개 나라만 해당된다"며 "그밖의 다른 나라는 핵무기 보유 여부에 관계없이 핵확산금지조약 상에서는 모두 비핵국으로 분류된다"고 설명했다.
